The Restructuring of Thanh Hoa’s Administrative Center: A New Chapter

As planned, from July 1st to July 7th, Thanh Hoa province will officially operate a two-tier government, following the dissolution of the district level to establish 166 new communes and wards.

The Thanh Hoa administrative center, a VND 650 billion project. The complex consists of Block A, which houses the former Thanh Hoa City’s Party Committee, People’s Council, and People’s Committee, with three main buildings, including a nine-story tower and two five-story blocks. Block B comprises a conference hall and a guesthouse, with the main building equivalent to seven stories.

The dissolution of the district-level administrative units means that the working offices of the District Party Committees and People’s Committees in the province will also undergo changes in terms of ownership and management.

In Thanh Hoa, there are two notable administrative centers in Thanh Hoa City and Sam Son City, considered modern and built with significant investments of hundreds of billions of VND. The Thanh Hoa administrative center has a total investment of approximately VND 650 billion, while the Sam Son administrative center amounts to VND 260 billion.

According to the plan for handling public assets after the merger, the Thanh Hoa administrative center will be handed over to Hạc Thành ward for operation from July 1st.

The most modern administrative center in Thanh Hoa Province

Hạc Thành ward is considered the largest in Thanh Hoa Province, with a population of nearly 200,000 people. It was established by merging ten central wards and a portion of two other wards. Once operational, Hạc Thành ward will have nearly 250 officials and civil servants working at the Thanh Hoa administrative center.

Due to the large scale of this office complex, in addition to the staff of Hạc Thành ward, it will also accommodate other units such as the Provincial Project Management Board, the Land Registration Office, the Political Education Center, and the Public Administration Center.

The Sam Son administrative center, valued at over VND 260 billion, will be handed over to the new Sam Son ward following the dissolution of the district level.

Other forces, such as the Hạc Thành Ward Police, the Military Command, and the Ward Judicial Execution Agency, will be located at the former offices of Dong Huong, Dong Hai, and Dong Son wards.

Regarding the Sam Son administrative center, after the dissolution, the new Sam Son ward will take over the premises as the workplace for the Ward Party Committee, People’s Council, and People’s Committee.

The Thanh Hoa administrative center, located on Nguyen Hoang Boulevard (formerly in Dong Hai ward), began operations in 2019. It covers an area of over 42,000 square meters and has a total investment of over VND 650 billion, constructed through a public-private partnership (PPP).

The headquarters of the Sam Son City Party Committee, People’s Council, and People’s Committee was inaugurated in April 2021 and became operational in 2024, with a total cost of VND 263 billion from the city budget. The complex is built on an area of 2.3 hectares in Quang Chau ward (Sam Son City) and has two fronts facing the coastal road and National Highway 47.

This administrative center is considered the most modern in Thanh Hoa Province today.
