Chairpersons of communal-level People’s Committees are authorized to issue first-time land-use right certificates
According to Clause 5, Article 5 of Government Decree No. 151/2025/ND-CP on the division of authority between two administrative levels in the field of land, from July 1st onwards, chairpersons of communal People’s Committees will be authorized to sign and issue land-use right certificates (red books) to domestic individuals, overseas Vietnamese with Vietnamese citizenship, and residential communities.
In addition, the communal-level People’s Committees will also be delegated tasks such as approving compensation plans, support and resettlement plans; approving plans for the enforcement of land retrieval decisions and enforcement expenses; deciding on specific land prices; and determining the selling price of resettlement housing in the area.
First-time land-use certificate procedures streamlined
Decree No. 151/2025 also stipulates the time frame for land registration procedures, registration of assets attached to land, and the issuance of land-use right certificates.
Specifically, the time for first-time land registration and registration of assets attached to land shall not exceed 17 working days, and the time for issuing the certificate for the first time shall not exceed 3 working days.

Compared to the current regulations in Clause 1, Article 22 of Decree No. 101/2024, the registration time could take up to 20 working days, while the time for issuing the certificate remains the same at 3 working days.
From July 1st onwards, the time frame for implementing procedures for land registration changes, issuance or exchange of land-use right certificates varies from 1 to 20 working days depending on specific cases.
Among these, cases of transfer, donation, inheritance, or contribution of land-use rights or assets attached to land shall not exceed 8 working days.
Changing information of land users or land address shall take no longer than 4 working days.
The correction of issued land-use right certificates shall also not exceed 8 working days, and the conversion of land use purposes shall take no longer than 7 working days.
Free to choose the place of dossier submission within the same province or city
According to Clause 1, Article 18 of Decree 151/2025, from July 1st, people can choose to submit land registration dossiers at any unit within the same province or city, instead of only being allowed to submit them where the land is located as before.
This regulation applies to dossiers mentioned in Clause 3 and Clause 4, Article 21 of Decree No. 101/2024/ND-CP, including dossiers for first-time land registration and registration of assets attached to land, and dossiers for registration of land registration changes and assets attached to land.
No need for confirmation of compliance with planning, no disputes, and stable land use
Clause 4, Article 18 of Decree 151/2025 stipulates that communal-level People’s Committees, when implementing procedures for the issuance of land-use right certificates, do not need to separately confirm the conformity with planning, the absence of disputes, and the stability of land use as before.
This will help shorten processing time and reduce administrative procedures.
