Finance Ministry’s Report on Son Hai Group’s Low Bid Being Disqualified

Recent discussions surrounding Son Hai Group’s disqualified low bid in a recent project have sparked controversy. The group has sent a petition disagreeing with the bid results, claiming they offered the lowest price of over VND 732 billion.

The project’s owner justified their decision by stating that Son Hai Group failed to meet technical requirements, including inadequate equipment, inability to implement Building Information Modeling (BIM), and insufficient machinery for construction.

BIM, a digital 3D modeling process, is more than just a visual representation. It serves as an integrated technical information system, enhancing collaboration among project stakeholders.

Mr. Nguyen Tien Thong, Head of the Technical Team at the Project Implementation Management Department 1, emphasized that projects now encompass both physical and digital assets, and BIM is the key to generating the latter.

He explained that when a project owner includes BIM as a requirement in the bidding invitation, they expect to receive two distinct types of assets: the physical asset in the market and the digital asset. Neglecting the digital aspect could result in a lower overall price, as Mr. Thong analyzed.

Mr. Tran Phuc Minh Khoi, Deputy General Director of Portcoast, pointed out the lack of detailed guidance on implementing BIM during the bidding phase. The current regulations, as per Decision 348 issued by the Ministry of Construction on April 2, 2021, only provide directions post-bid victory or direct appointment, creating challenges for consulting units in preparing bidding documents that incorporate BIM.

Mr. Khoi also suggested the urgent need for evaluation criteria for BIM personnel, as there are no clear standards to identify experts in this field.

Dr. Ta Ngoc Binh, Head of the Research Office for Investment, Construction, and Digital Economy at the Institute of Construction Economics (Ministry of Construction), agreed with the Finance Ministry’s report to the Government regarding the Son Hai Group incident.

He affirmed the correctness of the BIM application policy while emphasizing the need for clear technical criteria in the bidding invitation to prevent misunderstandings and enable bidders to prepare suitable documents.

Inevitable Trend

From a strategic development perspective, Dr. Binh highlighted the integration of BIM with Geographic Information System (GIS) to form the GeoBIM solution. While BIM focuses on detailed project modeling, GIS provides spatial context, together creating a digital twin in the real environment that optimizes planning, design, and project management.

In the transportation sector, during the planning and design phases, projects can utilize GIS to place 3D models of highways, metro lines, or stations in actual geographical contexts, facilitating optimal route analysis, environmental impact assessment, social impact evaluation, and visual simulation of land compensation and clearance options.

Mr. Bui Van Duong, Deputy Director of the Department of Economics and Investment Management in Construction (Ministry of Construction), asserted that project management procedures would soon be entirely digital.

He emphasized that promoting BIM application is both a significant and urgent goal, contributing to the digital transformation of the entire construction industry.

Sharing practical experience, Mr. Tran Xuan Quan, Head of Technology and BIM at Dai Phong Design and Construction Consulting Joint Stock Company, believed that implementing BIM in large-scale projects like the North-South high-speed railway would bring substantial benefits throughout the project life cycle, from design and management to construction, operation, and maintenance.

However, he cautioned that the success of the BIM model heavily relies on the determination, knowledge, and commitment of the project owner.

“When project owners clearly define their BIM objectives, provide a roadmap, and make specific commitments, consulting units, designers, and contractors can effectively collaborate to implement these advanced constructions,” Mr. Quan stated.
