The Case for Excluding Cao Bang Province from Administrative Reorganization
The approved plan for the reorganization of administrative units and the establishment of a two-tier local government model by the Prime Minister provided clear reasons for excluding Cao Bang Province from this process.
Firstly, Cao Bang’s natural area only reaches 83.8% of the standard, but it shares a long border with China. Its complex and rugged mountainous terrain and a population comprised of nearly 95% ethnic minorities present unique challenges.
Additionally, neighboring provinces such as Ha Giang, Bac Kan, and Lang Son are not suitable for merger. For instance, Lang Son Province to the east already meets 100% of both area and population standards, and a merger would create a new province with an extensive border, posing difficulties for national defense and security.
Following the reorganization, Cao Bang Province will consist of 56 administrative units at the commune level, including 53 communes and 3 wards.
