Immediately after the closing of the 9th Session of the 15th National Assembly, on June 27, 2025, the Party Committee of the National Assembly held its 4th Conference, chaired by Mr. Tran Thanh Man, Secretary of the Party Committee of the National Assembly and Chairman of the National Assembly. The conference announced the decisions of the Politburo, the Party Central Committee’s Secretariat, and the National Assembly’s Standing Committee on personnel work.

The conference was attended by Mr. Nguyen Khac Dinh, Permanent Vice Secretary of the Party Committee of the National Assembly and Vice Chairman of the National Assembly; Mr. Nguyen Duc Hai, Member of the Standing Committee of the National Assembly and Vice Chairman of the National Assembly; Senior Lieutenant General Tran Quang Phuong, Member of the Standing Committee of the National Assembly and Vice Chairman of the National Assembly; Ms. Nguyen Thi Thanh, Member of the Standing Committee of the National Assembly and Vice Chairman of the National Assembly; Mr. Le Minh Hoan, Member of the Standing Committee of the National Assembly and Vice Chairman of the National Assembly; Mr. Vu Hong Thanh, Member of the Standing Committee of the National Assembly and Vice Chairman of the National Assembly; and Mr. Vu Hai Ha, Vice Secretary of the Party Committee of the National Assembly.

Guests at the conference included Mr. Bui Minh Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People’s Council of Phu Tho province, and Head of the Provincial National Assembly Delegation of Phu Tho province; representatives of the Standing Committees of the Provincial Party Committees of Phu Tho, Bac Kan, and Quang Ngai provinces; representatives of the Council for Ethnic Groups of the National Assembly, the Committee for Deputies of the National Assembly, the Office of the National Assembly, and leaders of a number of central ministries and departments.

The Politburo Appoints Personnel for the Party Committee and Standing Committee of the National Assembly

At the conference, Ms. Nguyen Thanh Hai, member of the Standing Committee of the Party Committee of the National Assembly, Head of the Organization Board of the Party Committee of the National Assembly, Vice Head of the Central Organization Board, and Chairwoman of the Committee for Deputies of the National Assembly, announced the decisions of the Politburo, the Party Central Committee’s Secretariat, and the resolution of the Standing Committee of the National Assembly on personnel matters.

According to the Politburo’s decision: Mr. Lam Van Man, member of the Party Central Committee, member of the Standing Committee of the National Assembly, Chairman of the Council for Ethnic Groups of the National Assembly, Secretary of the Provincial Party Committee of Soc Trang province, and Head of the Provincial National Assembly Delegation of Soc Trang province for the 15th term, will no longer be a member of the Executive Committee and Standing Committee of the Provincial Party Committee of Soc Trang province and will no longer hold the position of Secretary of the Provincial Party Committee of Soc Trang province for the term 2020-2025. He will be transferred and appointed to the Party Committee and Standing Committee of the National Assembly for the term 2020-2025. This decision takes effect from July 1, 2025.

According to the Politburo’s decision: Mr. Hoang Duy Chinh, member of the Party Central Committee, member of the Standing Committee of the National Assembly, Vice Chairman of the Council for Ethnic Groups of the National Assembly, Secretary of the Provincial Party Committee of Bac Kan province, and Head of the Provincial National Assembly Delegation of Bac Kan province for the 15th term, will no longer be a member of the Executive Committee and Standing Committee of the Provincial Party Committee of Bac Kan province and will no longer hold the position of Secretary of the Provincial Party Committee of Bac Kan province for the term 2020-2025. He will be transferred and appointed to the Party Committee and Standing Committee of the National Assembly for the term 2020-2025. This decision takes effect from July 1, 2025.

The Party Central Committee’s Secretariat Appoints Personnel for the Vice Secretary of the Party Committee of the National Assembly

According to the decision of the Party Central Committee’s Secretariat: Mr. Phung Khanh Tai, Vice Secretary of the Provincial Party Committee of Phu Tho province, will no longer be a member of the Executive Committee and Standing Committee of the Provincial Party Committee of Phu Tho province and will no longer hold the position of Vice Secretary of the Provincial Party Committee of Phu Tho province for the term 2020-2025. He will be transferred and appointed to the Party Committee of the National Assembly and hold the position of Vice Secretary of the Party Committee of the National Assembly for the term 2020-2025. This decision takes effect from July 1, 2025.

According to the resolution of the Standing Committee of the National Assembly, Mr. Dang Ngoc Huy, Vice Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation of Quang Ngai province for the 15th term, was approved to hold the position of Vice Chairman of the Committee for Deputies of the 15th term.

In his speech assigning tasks, Mr. Tran Thanh Man, Secretary of the Party Committee of the National Assembly and Chairman of the National Assembly, warmly congratulated the comrades who were transferred and appointed by the Politburo, the Party Central Committee’s Secretariat, and the Standing Committee of the National Assembly to new positions. He emphasized that this is an honor but also a great responsibility for the comrades.

Mr. Tran Thanh Man acknowledged that comrades Lam Van Man, Hoang Duy Chinh, Phung Khanh Tai, and Dang Ngoc Huy have received systematic training. Among them, two comrades were centrally dispatched to local areas (Phu Tho and Quang Ngai) and two comrades have a wealth of experience working in local areas (Soc Trang and Bac Kan).

Mr. Tran Thanh Man expressed his hope that the comrades will continue to proactively research and apply their knowledge, providing timely and accurate advice in their respective fields of work. He encouraged them to utilize their strengths, capabilities, and experience with a decisive mindset and a strong will to act, as emphasized by General Secretary To Lam: “Be determined, be resolute, be decisive, and take action.” He further added that they should contribute to building a united collective in the Standing Committee, the Party Committee, and the Party Committee’s apparatus of the National Assembly to successfully fulfill their assigned tasks.

“You must always think and innovate in your thinking and actions for the common interests of the country and the people, contributing to enhancing the prestige of the National Assembly in legislation, supervision, and deciding important issues of the country,” Mr. Tran Thanh Man added, quoting General Secretary To Lam’s emphasis on the need for cadres with a spirit of innovation, determination, and dedication to the country and the people. He expressed his belief that the comrades will successfully fulfill their new tasks.

On this occasion, Mr. Tran Thanh Man, Secretary of the Party Committee and Chairman of the National Assembly, expressed his gratitude to the Party committees, authorities, and people of Bac Kan, Soc Trang, Quang Ngai, and Phu Tho provinces for creating favorable conditions and supporting the comrades in completing their tasks in their local areas. He hoped that with the National Assembly as a “great unity house,” the comrades will continue to uphold the spirit of “unity, unity, great unity/success, success, great success” and successfully fulfill all tasks assigned by the Party, State, and people.

Assuming the task of working in the Party Committee of the National Assembly, which is organized and operates under a new model, Mr. Phung Khanh Tai emphasized that the activities of the National Assembly have been continuously and strongly renewed, along with the rearrangement and streamlining of the organizational apparatus to improve effectiveness and efficiency.

The National Assembly has been promoting its role as the highest representative body of the people and the highest organ of state power, with three important functions: legislation, supreme oversight, and decision-making on important issues of the country.

Particularly, the Politburo issued Resolution No. 66-NQ/TW on renewing the work of building and enforcing laws to meet the requirements of the country’s development in the new era. This resolution provides orientation and requirements for the National Assembly to continue to strongly renew and improve its functions and tasks.

At this session, the National Assembly made historic and revolutionary decisions, creating favorable conditions, premises, and opportunities for the development of the country and localities.

With the new responsibilities assigned, Mr. Phung Khanh Tai affirmed that he would always try his best, focus on studying and learning, be humble and receptive to new ideas, and be daring in thinking, doing, and taking responsibility in performing tasks and exercising rights, as Chairman Tran Thanh Man requested: “Be determined, be resolute, be decisive, and take action.” He pledged to contribute to building a united collective in the Standing Committee, the Party Committee, and the Party Committee’s apparatus of the National Assembly to successfully fulfill their assigned tasks.
