On June 29, 2025, at the project’s intersection with National Highway 27 (Km192) in N’Thol Ha commune, Duc Trong district (Lam Dong province), the Lam Dong Provincial People’s Committee, in collaboration with the investor consortium of T&T Infrastructure Development and Investment Joint Stock Company, FUTA Group Joint Stock Company, and Phuong Thanh Traffic Infrastructure Investment and Construction Joint Stock Company, officially inaugurated the construction of the Bao Loc – Lien Khuong Expressway project under the Public-Private Partnership (PPP) model (phase 1).
“Strategic Link”: Unveiling a New Economic Space Development Axis
The Bao Loc – Lien Khuong Expressway project is an extremely important final component of the Dau Giay – Lien Khuong Expressway, one of the ten national expressways in the Southern region approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021. This arterial route connects Ho Chi Minh City, Dong Nai, Bao Loc, Da Lat, and extends to seaports such as Phan Thiet, Cam Ranh, Phu My, Long Thanh airport, and the entire South-Central region.

The Bao Loc – Lien Khuong Expressway has a total length of 73.62 km, starting in Loc Phat ward, Bao Loc city, and ending at the intersection with the Lien Khuong – Prenn Expressway (leading to Da Lat city) in Hiep Thanh commune, Duc Trong district. The expressway is designed with four lanes; in phase 1, the roadbed is 17m wide (four limited lanes with an operating speed of 80 km/h), and upon completion, the roadbed will be expanded to 24.75m with four complete expressway lanes (design speed of 100 km/h).
The project is invested under the Build-Operate-Transfer (BOT) model of PPP with a total investment of VND 17,718 billion in phase 1. According to Decision No. 1323/QD-UBND dated June 22, 2025, of the Chairman of Lam Dong Provincial People’s Committee, the investor consortium of T&T Infrastructure Development and Investment Joint Stock Company, FUTA Group Joint Stock Company, and Phuong Thanh Traffic Infrastructure Investment and Construction Joint Stock Company was selected as the investor for this project. The construction is expected to take 30 months, and after completion, the expressway will be operated and tolled for 19 years and 10 months before being transferred to the State management.

Once operational, the Bao Loc – Lien Khuong Expressway will become the “missing link” in the over 200km-long Dau Giay – Lien Khuong Expressway. This high-speed route will efficiently connect Ho Chi Minh City to the central highlands of Da Lat, reducing travel time from 6 hours to approximately 3 hours, increasing transport capacity, and alleviating the overload and risks associated with National Highway 20.
The route also opens up a new development space for localities along the route, such as Dong Nai, Bao Loc, Di Linh, and Duc Trong, contributing to the formation of satellite cities, industrial parks, logistics centers, and auxiliary services. This expressway further facilitates inter-regional tourism development and promotes the flow of goods between the Central Highlands and the key economic region of the South.
Notably, the Bao Loc – Lien Khuong route will be integrated with the province’s aviation infrastructure, notably Lien Khuong airport, one of the largest airports in the Central Highlands region, which is being planned for upgrade to an international airport. The strong linkage between high-speed road and air transport will form a modern transportation ecosystem, contributing to Lam Dong’s emergence as a strategic hub for the entire South-Central Highlands – Central Coast – Southeast region.
With Lam Dong province’s recent formation through the merger of three provinces with significant potential – Lam Dong, Dak Nong, and Binh Thuan – becoming the largest province in the country, the Bao Loc – Lien Khuong Expressway takes on even greater significance. The new Lam Dong province combines the geographical advantages of three sub-regions: the highlands – ideal for high-tech agriculture and eco-tourism; the midlands – abundant in mineral and energy resources; and the coastal region – offering vast potential for logistics, exports, and renewable energy.

With this advantage, the Bao Loc – Lien Khuong Expressway will not only be a key transportation project but also a development axis for a multi-regional, multi-center, and multi-sector economy, connecting the highlands to the sea and the Central Highlands to the country’s dynamic regions. It is the key to unlocking new growth opportunities and shaping Lam Dong’s future on the national development map.
Speaking at the event, Mr. Doan Tuan Anh, Chairman of the Board of Directors and General Director of BOT Cao Toc Bao Loc – Lien Khuong Joint Stock Company, representing the investor consortium, committed to concentrating all resources to ensure safe and quality construction and complete the project on time and according to technical standards. He also emphasized their respect for the ecological environment, landscape, and local people’s livelihoods along the route and their long-term commitment to effective infrastructure exploitation, auxiliary service development, and secondary investment attraction.

Every road opened up presents new horizons, and every completed project is a solid step forward in our journey to propel the country forward,” emphasized the Chairman of Lam Dong Provincial People’s Committee.
Giving the construction commencement order, Mr. Nguyen Hoa Binh, Member of the Politburo and Permanent Deputy Prime Minister, affirmed that the Bao Loc – Lien Khuong Expressway would be a powerful lever, creating new momentum for Lam Dong and neighboring provinces’ key economic sectors. The value of the expressway lies not only in its nearly 74 km length but also in unlocking the potential of a strategic economic corridor spanning hundreds of kilometers, generating new growth drivers for the entire region.
The Permanent Deputy Prime Minister acknowledged and highly appreciated the capabilities and experience of the investor consortium (comprising T&T Group, FUTA GROUP, and Phuong Thanh Company) selected for this key project. He requested the Lam Dong Provincial People’s Committee to direct the investor, supervision consultant, and contractors to demonstrate the highest sense of responsibility and ensure the project’s progress, quality, and safety. He also urged the investor consortium to uphold their sense of responsibility and concentrate their financial resources, human capital, and state-of-the-art equipment to complete the project within the committed timeframe of 30 months.
The commencement of the expressway project at this pivotal moment of provincial merger signals Lam Dong’s determination to materialize the multi-center development vision, redistribute growth poles, and create new momentum for the Southern region. The project is also a concrete step in implementing the Master Plan for the National Road Network and the Master Plan for the Central Highlands Region for the 2021-2030 period, with a vision towards 2050, aiming for a modern, synchronized, and green and sustainable transportation infrastructure system.
Private Sector Takes the Lead in Materializing National Development Resolutions
The implementation of the Bao Loc – Lien Khuong Expressway project signifies not just a step forward in transportation infrastructure but also a testament to the pioneering role of the private sector in realizing national strategic objectives. This PPP project involves three prominent private enterprises, with T&T Group as the core investor, reflecting their commitment to being the vanguard in materializing the Party and State’s major policies, especially Resolution No. 68-NQ/TW of the Politburo on developing the private economic sector into the most important driver of the national economy.
T&T Group is recognized as a leading private economic group in large-scale infrastructure projects across multiple sectors: energy infrastructure, seaports, logistics, aviation, aviation-logistics-services-commerce-aerotropolis, and now road infrastructure with the Bao Loc – Lien Khuong Expressway.

The Bao Loc – Lien Khuong Expressway is a critical link in T&T Group’s transportation and logistics infrastructure ecosystem. Within this ecosystem, notable projects include Quang Ninh Port, a deep-water seaport capable of accommodating vessels up to 85,000 DWT with a handling capacity of 7.5 million tons per year; Vietnam SuperPortâ„¢, a “super port” logistics complex in Vinh Phuc spanning over 100 ha, integrating inland port, bonded warehouse, and AI automation technology with a capacity of approximately 850,000 TEU per year; and the Nam Phuc Tho industrial cluster in Hanoi, developed according to a high-tech logistics model.
In the aviation sector, T&T Group is the investor in Quang Tri Airport, another PPP project with a total investment of over VND 5,800 billion, expected to be operational by mid-2026. This airport is designed to meet the 4C standard and is proposed to be upgraded to 4E to accommodate wide-body aircraft for international connectivity and the development of the North-Central region. With strategic foresight, T&T Group has recently proposed adjusting the planning to develop an “Aviation-Logistics-Services-Commerce-Aerotropolis Complex” in Quang Tri province, spanning over 10,800 ha. This complex will encompass an airline (for both passenger and cargo transportation), industries, airport, services, maintenance and repair, aviation services, as well as an aerotropolis and high-tech industries.
