On June 29th, the People’s Committee of Binh Phuoc Province organized the announcement and investment signing ceremony for Component Project 1 – the construction of the main route of the North-South Expressway in the West, from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), utilizing the Public-Private Partnership (PPP) model. This is the most important component project of the entire project, with a toll collection period of 29 years and 4 months.

According to Ms. Tran Tue Hien, Chairwoman of the People’s Committee of Binh Phuoc Province, the project has a total length of approximately 124.13 km (with a 23.1 km stretch in Dak Nong and a 101.03 km stretch in Binh Phuoc). It is designed as a 6-lane expressway with a speed limit of 120 km/h.

In the initial investment phase, the project will be constructed as a complete 4-lane expressway with a road width of 24.75 m. A special feature is the section passing through Dong Xoai City, which will have a width of 25.5 m, allowing for the installation of a lighting system in the central divider.

The total investment for the project is estimated at nearly VND 20,000 billion. This includes VND 6,842 billion in government funding and approximately VND 12,134 billion mobilized by the investor (excluding VND 989 billion in interest). The project is scheduled to be implemented from 2025 to 2027.

The People’s Committee of Binh Phuoc Province is the authorized agency and the signing authority for the contract. The Binh Phuoc Province Project Management Board is responsible for inviting tenders. The Vingroup-Techtra Consortium is the project investor.

“This is the first project in the country to apply the selection of investors in special cases. Immediately after receiving approval from the Central Government, Binh Phuoc and Dak Nong have been determined to complete the project as scheduled,” said Ms. Tran Tue Hien, Chairwoman of the People’s Committee of Binh Phuoc Province.

The leader of the People’s Committee of Binh Phuoc Province emphasized the significance of the Gia Nghia-Chon Thanh Expressway, not only for Binh Phuoc and Dak Nong provinces but also for the entire Central Highlands and Southeast regions.

The selection of investors in special cases is applied to investment projects with specific requirements or conditions regarding investment procedures; land allocation, lease, or sea area lease procedures; selection methods, standards, or contract content; or requirements related to national defense, security, foreign affairs, border territory, national interests, or political tasks of the country, where the standard selection methods outlined in Clause 1 and Clause 2, Article 34 of the 2023 Bidding Law cannot be applied. This route plays a strategic role, connecting Binh Phuoc and Dak Nong provinces, along with other localities, to Ho Chi Minh City – the most dynamic economic center in the country.

The formation of the expressway will not only expand the development space and create new growth momentum for both regions but also effectively exploit land potential, boost tourism, promote the development of processing industries, mineral exploitation, and other key economic sectors.

Perspective rendering of Chon Thanh – Gia Nghia Expressway

Previously, in late April, the People’s Committee of Binh Phuoc Province held a groundbreaking ceremony for two component projects (3 and 5) of the Gia Nghia-Chon Thanh Expressway.

Component Project 3 involves the construction of a new 95.1 km long road and 20 overpasses with a total investment of VND 951 billion from the central government budget. Component Project 5 focuses on compensation, support, and resettlement for affected households in Binh Phuoc Province, with a total investment of VND 3,977 billion.

The total land area requiring clearance is approximately 1,028 ha, impacting around 2,150 households.

The Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) Expressway spans over 124 km. The starting point of the project is at km1923+400 on Ho Chi Minh Road (National Highway 14) in Dak R’Lap District, Dak Nong Province, and the endpoint is at the Ho Chi Minh Road section of Chon Thanh – Duc Hoa, Tx. Chon Thanh, Binh Phuoc Province. The project consists of five component projects, including Component Project 1, which entails the construction of the expressway’s main route and is implemented under the PPP model by the People’s Committee of Binh Phuoc Province. Following the merger between Binh Phuoc and Dong Nai provinces, the People’s Committee of Dong Nai Province will take over the management of the project.
