Overgrown Weeds Mar Two Bank Training Center Projects in Hue

The training center project for a bank in Vietnam (Zone B) covers an area of 5.5 hectares and has a total investment of nearly VND 177 billion on Provincial Road 10 (Phu Thuong Ward, Thuan Hoa District, Hue City).

Across the road is the Training and Human Resources Development Center project for a Vietnamese bank (Zone A), with an investment capital of VND 489 billion.

However, both projects share a common issue: they have been left abandoned for years, with overgrown weeds.

For the Training and Human Resources Development Center project for a Vietnamese bank (Zone A), the investor only constructed the auditorium before the entire project fell behind schedule for many years. Eventually, the investor decided to terminate the project. According to the Hue City Department of Finance, the People’s Committee is currently coordinating with relevant agencies to complete procedures for investment promotion on this land area.

Meanwhile, according to the Hue City Department of Finance, for the Training Center project for a bank (Zone B), the investor was granted land and paid land use fees in full as prescribed by law (one-time payment for the entire lease term).

As observed by VTC News reporters, the investor has constructed two student dormitories, a dining hall, and other technical and auxiliary infrastructure on the project site.

However, the project has temporarily halted the implementation of new items on the ground for a long time, from 2019 until now. Due to the prolonged abandonment, many items have deteriorated severely, with cracked and peeling walls.

It is known that during the period of 2019-2023, Thua Thien Hue Province (now Hue City) borrowed the project’s works for COVID-19 quarantine and prevention. However, after that, the works were left abandoned again, with peeling paint and moss covering the walls.

The aluminum and glass door system is damaged in many places, and the iron components are rusted.

Most of the items show signs of deterioration and damage after years of abandonment.

According to the Hue City Department of Finance, the investor has proposed to adjust the project to continue implementation with a suitable scale, maximizing the use of already invested assets. At the same time, some items will be added to ensure full functionality.

Also, according to the Hue City Department of Finance, the People’s Committee has agreed in principle, and the investor has submitted the relevant documents to the competent authorities for appraisal and adjustment of the investment registration certificate for the project as prescribed.
