Speaking at the ceremony in Ho Chi Minh City, officially launching the two-tier government model for the expanded Ho Chi Minh City, including Ho Chi Minh City, Binh Duong province, and Ba Ria-Vung Tau province, General Secretary To Lam stated that this event is not merely an administrative change but a strategic transformation. It is an objective necessity demanded by the people and the country in building dynamic regions for national and regional development, living up to the aspiration of a “powerful Vietnam by 2045.”
Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau have, throughout history, established themselves as three powerful development hubs in the South, boasting outstanding achievements in industry, commerce, services, seaports, and international integration. The unification of these three localities is not a mere aggregation but a crystallization of intelligence and a shared development will, forming a supercity that serves as a regional and global hub for finance, manufacturing, logistics, and innovation.
This new development space is designed with a long-term vision, aiming for synchronized, sustainable, and scientific progress. It is the most vivid manifestation of strategic thinking and innovative models of government organization to better serve the people, be closer to them, and work more effectively. This pioneering step is a breakthrough in reforming the urban government apparatus, facilitating rapid, robust, and efficient growth in the country’s most urbanized region.
The model enhances autonomy and flexibility in governance while providing a clear institutional framework for satellite cities and industrial-logistics-seaport service areas to realize their full potential. Most importantly, a serving government will no longer be just a slogan but will become a concrete and substantive action, reaching out to every citizen and business.
“This is a challenge, but also a historic opportunity,” emphasized the General Secretary. “The success of the new city cannot come solely from documents or resolutions but must arise from popular consensus, determined leadership, and dedicated implementation.”
