Starting July 1, 2025, until December 31, 2026, a series of fees and charges in various fields will be reduced by 50% compared to the current regulations.

Identity card issuance and replacement fees are reduced by 50% from July 1, 2025.
Circular No. 64 stipulates a 50% reduction in 46 groups of fees and charges compared to previous regulations. At the same time, some items are completely exempt, such as the fee for approving the electricity business license in case of changing the headquarters address due to administrative unit arrangement.
According to the Ministry of Finance, the reduced fees and charges cover many fields, including business registration, banking licenses, fire protection, construction appraisal, certificate of origin (C/O), airport operation concession, medicine, and securities.
Notably, the fee for replacing and re-granting identity cards is reduced by 50%. According to current regulations, the fee for replacing an identity card with a new one is VND 30,000/card; changing an identity card is VND 50,000/card; and re-granting an identity card is VND 70,000/card.
From July 1, 2025, people will only have to pay VND 15,000 for replacing their old identity card with a new one; VND 25,000 for changing their identity card; and VND 35,000 for re-granting an identity card.
In addition, the fee for issuing a license for the establishment and operation of a bank is only 50% compared to the regulation in Circular No. 150/2016 of the Ministry of Finance. Business registration fees, fire protection design appraisal fees, investment project appraisal fees, etc., are also reduced by 50%.
Circular 64 also adds a 50% reduction in a series of fees in specialized fields. Specifically, for publications: content appraisal fee for non-business documents, import license fee for non-business publications; registration of codes and barcodes: fee for using foreign barcodes, product codes; inland waterways: reporting fee, inspection fee for inland waterway vehicles; intellectual property, trademarks, industrial designs; fire protection: appraisal fee for specialized fire protection equipment; notarization, construction, granting of construction practice certificates…
The Ministry of Finance said that with the above reduction rates and the period, the implementation of this policy is expected to support people and businesses with more than VND 3,000 billion. Up to now, this is the sixth time the Ministry of Finance has issued a circular reducing fees and charges in the 2020 – 2025 period.
