
Residents of Trường Yên commune, Chương Mỹ district, have reported the presence of numerous structures and workshops illegally built on agricultural and public land under the management of the People’s Committee of Trường Yên. However, local authorities have yet to take decisive action despite the completion of the necessary paperwork and the transfer of records for the merger.

When asked about this issue, the leadership of the People’s Committee of Trường Yên confirmed that there are still some violations on agricultural and public land, most of which are long-standing issues from previous periods.

In recent times, the People’s Committee of Trường Yên has stepped up inspections and taken action against land and construction order violations. For those who refuse to voluntarily dismantle their structures, the Committee coordinates with relevant agencies to cut off their electricity and water supply, as per Resolution 33 of the Hanoi People’s Council. So far, four violations have had their utilities cut off, and the Committee has sent notices to nine other cases, informing them of the impending discontinuation of their services.

However, local authorities face challenges in addressing land violations. This is due to the fact that many agricultural land areas are interspersed with residential areas, and long-standing issues from previous periods remain unresolved. Moreover, some individuals take advantage of the ongoing administrative unit reorganization to commit violations. The People’s Committee of Trường Yên has established violation records and transferred them to the new administrative unit, which will begin operations on July 1st, for further handling.

A resident of Trường Yên commune, whose structure was among those deemed to be in violation, expressed agreement with the local government’s handling of the situation. However, they emphasized the importance of fairness in the process. They pointed out that there are 5-6 other structures built on agricultural land in close proximity to their home, yet only their property has been targeted by the authorities.

Previously, the Chairman of the People’s Committee of Chương Mỹ district had instructed the People’s Committees of the communes and towns within the district to resolutely handle land and construction order violations that have occurred since the beginning of 2025. For those who deliberately violate the regulations, relevant district authorities will gather evidence and transfer the cases to the city’s police for criminal investigation and prosecution in accordance with the law.

Similarly, in Xuân Nộn commune, Đông Anh district, there are several violations on agricultural land that remain unaddressed. In one case, in Xuân Nộn village (Xuân Nộn commune), land was rented for agricultural purposes but was instead turned into a workshop for the collection and treatment of hazardous waste. Furthermore, this structure does not meet fire prevention and control standards, yet the local authorities have taken no action.

According to the People’s Committee of Đông Anh district, in response to the situation of land and construction order violations, the district has issued approximately 200 decisions on administrative violations and enforced them through coercion in cases of land encroachment in the communes of Xuân Nộn, Xuân Canh, Hải Bối, Bắc Hồng, Mai Lâm, and Tiên Dương.

Earlier, in early June 2025, the Hanoi People’s Committee sent a document to the People’s Committees of the districts and towns, requesting them to strengthen inspection, detection, and strict handling of violations of land, environment, and construction laws, especially in areas with high risks and in border areas where there are signs of lax management by local authorities.
