On the morning of June 30, the Ho Chi Minh City Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee held a ceremony to announce the resolutions and decisions of the Central and local authorities regarding the merger of administrative units at the provincial and communal levels, the cessation of operations of administrative units at the district level, and the establishment of Party organizations, and the appointment of officials for the People’s Councils, People’s Committees, and Fatherland Front Committees in the newly formed wards, communes, and special districts.

This historic ceremony was graced by the presence of General Secretary To Lam and a Central working delegation, along with leaders and former leaders of the Party and State, and Mr. Nguyen Van Nen, Politburo member and Secretary of the Ho Chi Minh City Party Committee, accompanied by leaders and former leaders of Ho Chi Minh City, and the entire Executive Board of the Ho Chi Minh City Party Committee, along with representatives from the new wards, communes, and special districts.

During the event, Mr. Nguyen Quang Duong, Deputy Head of the Central Organization Commission, announced the resolution of the National Assembly Standing Committee on the appointment of the Chairman, Vice Chairmen, and Heads of Committees of the new Ho Chi Minh City People’s Council for the 2021-2026 term.

Accordingly, Mr. Vo Van Minh, Deputy Secretary of the Ho Chi Minh City Party Committee (new) for the 2020-2025 term, was appointed as the Chairman of the Ho Chi Minh City People’s Council for the 2021-2026 term.

The following individuals were appointed as Vice Chairmen of the Ho Chi Minh City People’s Council (new): Mr. Pham Thanh Kien, member of the City Party Committee Standing Board; Mr. Tran Van Tuan, member of the City Party Committee Standing Board; Mr. Huynh Thanh Nhan, member of the City Party Committee; and Ms. Nguyen Truong Nhat Phuong, member of the City Party Committee.

The following individuals were appointed as Heads of Committees of the Ho Chi Minh City People’s Council (new):

– Ms. Pham Quynh Anh was appointed as the Head of the Legal Affairs Committee.

– Mr. Nguyen Cong Danh, member of the City Party Committee, was appointed as the Head of the Economics and Budget Committee.

– Mr. Cao Thanh Binh was appointed as the Head of the Culture and Social Affairs Committee.

– Ms. Nguyen Thi Thanh Van was appointed as the Head of the Urban Affairs Committee.

Mr. Vo Van Minh was born in 1972 in Tan Binh ward, Di An town, Binh Duong province (formerly). He holds a Bachelor’s degree in Electrical Engineering and a Master’s degree in Economics. He also has a Bachelor’s degree in political theory.

From 2008 to 2012, he served as the Secretary of the Binh Duong Provincial Youth Union.

From May 2012 to August 2013, he was the Chairman of the People’s Committee of Di An town (later became Di An city).

From August 2013, he held the position of Head of the Internal Political Security Committee of the Binh Duong Provincial Party Committee.

From April 2014, he served as Vice Chairman of the Binh Duong Provincial People’s Committee.

In July 2015, he became a member of the Binh Duong Provincial Party Committee Standing Board and Secretary of the Thu Dau Mot City Party Committee.

From April 2019, he served as Permanent Vice Secretary of the Binh Duong Provincial Party Committee and Chairman of the Provincial People’s Council.

On July 6, 2021, Mr. Vo Van Minh was elected as the Chairman of the Binh Duong Provincial People’s Committee for the 2021-2026 term by the Binh Duong Provincial People’s Council.

He has been serving as the Chairman of the Binh Duong Provincial People’s Committee since then.

The newly formed Ho Chi Minh City has an area of over 6,772 square kilometers and a population of over 14 million people. It comprises 168 administrative units at the communal level, including 113 wards, 54 communes, and the Con Dao special district. Of these, Ho Chi Minh City has 102 wards and communes, Binh Duong has 36 wards and communes, and Ba Ria-Vung Tau has 30 wards and communes.

In terms of area, the three largest communes in the new Ho Chi Minh City are Phu Giao commune (with an area of 192.83 square kilometers, which is over 642% of the area target), Dau Tieng commune (with an area of 182.68 square kilometers, which is over 608% of the area target), and Long Hoa commune (with an area of 166.76 square kilometers, which is over 555% of the area target). These three communes are the result of administrative unit rearrangements in Binh Duong province.

In terms of population, the three most populous wards and communes in the new Ho Chi Minh City after the rearrangement are Di An ward (with 227,817 people, which is 506.26% of the population standard), Hiep Binh ward (with 215,638 people, which is 479.20% of the population standard), and Tang Nhon Phu ward (with 208,233 people, which is 426.74% of the population standard). These three wards are the result of administrative unit rearrangements in Binh Duong province and Ho Chi Minh City.
