According to the approved plan, out of the 54 new units, there are 21 communes, 30 wards, and 2 special districts formed from the rearrangement of old communes, wards, and towns. This rearrangement aims to streamline the apparatus, save regular expenses, and create a strong impetus for robust, modern, and sustainable development.

Based on the Government’s Proposal No. 373/DA-CP dated May 9, 2025, the National Assembly Standing Committee decided on the following specific arrangement plan:

1. Arrange the entire natural area and population scale of Bang Ca, Dan Chu, Tan Dan, and Quang La into a new commune named Quang La Commune (57.86 km²; 9,967 people).
2. Arrange the entire natural area and population scale of Vu Oai, Hoa Binh, Thong Nhat, and a part of the natural area and population of Dong Lam into a new commune named Thong Nhat Commune (133.67 km²; 19,628 people).
3. Arrange a part of the natural area and population of Hai Lang and a part of the natural area of Hai Hoa into a new commune named Hai Hoa Commune (42.67 km²; 9,932 people).

4. Arrange the entire natural area and population scale of Tien Yen town, Phong Du commune, Tien Lang commune, and a part of the natural area and population of Yen Than, Dai Duc, Dong Ngu, and Vo Ngai into a new commune named Tien Yen (152.94 km²; 14,717 people).
5. Arrange the entire natural area and population scale of Ha Lau commune, Dien Xa commune, and the remaining area of Yen Than commune after the arrangement specified in Clause 4 of this Article into a new commune named Dien Xa commune (106.86 km²; 16,018 people).
6. Arrange the entire natural area and population scale of Dong Hai commune and the remaining areas of Dai Duc commune and Dong Ngu commune after the arrangement specified in Clause 4 of this Article into a new commune named Dong Ngu commune (63.84 km²; 14,107 people).
7. Arrange the entire natural area and population scale of Dong Rui commune, a part of the natural area and population of Hai Lang commune, and the remaining area of Hai Hoa commune after the arrangement specified in Clause 3 of this Article into a new commune named Hai Lang commune (52.67 km²; 13,294 people).

Arrange the entire natural area and population scale of Ba Che town, Thanh Son commune, Nam Son commune, Don Dac commune, and the remaining area of Hai Lang commune after the arrangement specified in Clauses 3 and 7 of this Article into a new commune named Ba Che commune (42.67 km²; 9,932 people).
