On the morning of June 30th, the Ho Chi Minh City Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee organized a ceremony to announce the Central and local resolutions and decisions on the merger of administrative units at the provincial and communal levels, the termination of operations of administrative units at the district level, and the establishment of Party organizations, along with the appointment of Party cells, the People’s Council, People’s Committee, and Fatherland Front Committee for the city’s wards, communes, and special districts.

This historic ceremony was graced by the presence of General Secretary To Lam and a Central working delegation, along with leaders and former leaders of the Party and State; Politburo member and Secretary of the Ho Chi Minh City Party Committee, Nguyen Van Nen; leaders and former leaders of Ho Chi Minh City; and the collective Party Executive Committee of Ho Chi Minh City, along with the new wards, communes, and special districts of the city.

Nguyen Van Duoc was appointed as the new Chairman of the Ho Chi Minh City People’s Committee

At the ceremony, Mr. Nguyen Quang Duong, Deputy Head of the Central Organization Commission, announced the decisions of the Prime Minister on the appointment of the Chairman and Vice Chairmen of the Ho Chi Minh City People’s Committee (new term).

Accordingly, Mr. Nguyen Van Duoc, member of the Party Central Committee, and newly appointed Deputy Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term, was assigned to the position of Chairman of the Ho Chi Minh City People’s Committee for the 2021-2026 term.

Mr. Nguyen Loc Ha, Mr. Nguyen Van Tho, Mr. Nguyen Van Dung, Ms. Tran Thi Dieu Thuy, Mr. Bui Xuan Cuong, and Mr. Bui Minh Thanh were appointed as Vice Chairmen of the Ho Chi Minh City People’s Committee (new term) for the 2021-2026 period.

Mr. Nguyen Van Duoc was born in 1968 in Luong Hoa commune, Ben Luc district, Long An province (former).

His qualifications include a Master’s degree in Geology and a Bachelor’s degree in Geology.

He has a Senior level of political theory.

From July 2009 to May 2010: Vice Director of the Long An Provincial Department of Natural Resources and Environment.

From May 2010 to April 2013: Director of the Long An Provincial Department of Natural Resources and Environment.

From April 2013 to January 2016: Member of the Provincial Party Committee, Secretary of the Tan Thanh District Party Committee.

From January 2016 to April 2019: Member of the Provincial Standing Committee, Vice Chairman of the Long An Provincial People’s Committee.

From April 2019 to October 2020: Permanent Vice Secretary of the Long An Provincial Party Committee.

On October 14, 2020: Secretary of the Long An Provincial Party Committee

In November 2020: Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council.

In January 2021: Member of the Party Central Committee

From 2021 to February 2025: Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council.

On February 19, 2025: Member of the Party Central Committee, Deputy Secretary of the Ho Chi Minh City Party Committee for the term 2020-2025.

From February 20, 2025, to the present: Member of the Party Central Committee, Deputy Secretary of the Ho Chi Minh City Party Committee for the term 2020-2025, and Chairman of the Ho Chi Minh City People’s Committee for the term 2021-2026.

The new Ho Chi Minh City has an area of over 6,772 square kilometers and a population of over 14 million people, with 168 administrative units at the communal level, including 113 wards, 54 communes, and Con Dao special district. Of these, Ho Chi Minh City has 102 wards and communes, Binh Duong has 36 wards and communes, and Ba Ria – Vung Tau has 30 wards, communes, and special districts.

In terms of area, the three largest communes in the new Ho Chi Minh City are Phu Giao commune (with an area of 192.83 square kilometers, or over 642% of the area target), Dau Tieng commune (with an area of 182.68 square kilometers, or over 608% of the area target), and Long Hoa commune (with an area of 166.76 square kilometers, or over 555% of the area target). These three communes are the result of the rearrangement of communal-level administrative units in Binh Duong province.

In terms of population, the three most populous wards and communes in the new Ho Chi Minh City after the rearrangement are Di An ward (with 227,817 people, or 506.26% of the standard), Hiep Binh ward (with 215,638 people, or 479.20% of the standard), and Tang Nhon Phu ward (with 208,233 people, or 426.74% of the standard). These three wards are the result of the rearrangement of communal-level administrative units in Binh Duong and Ho Chi Minh City.
