On June 29th, the People’s Committee of Binh Phuoc Province organized the announcement and investment signing ceremony for Component Project 1 – constructing the main route of the North-South Expressway in the West, from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), through a public-private partnership (PPP). This is the most critical component project of the entire venture, with a toll collection period of 29 years and four months.

According to Ms. Tran Tue Hien, Chairwoman of the Provincial People’s Committee, the project has a total length of approximately 124.13 km (with a 23.1 km stretch in Dak Nong and a 101.03 km stretch in Binh Phuoc). It is designed as a six-lane expressway with a speed limit of 120 km/h.

During the initial investment phase, the project will be constructed as a complete four-lane expressway with a roadbed width of 24.75 m. However, the section passing through Dong Xoai City will be expanded to 25.5 m to accommodate a central divider system for street lighting.

The total investment for the project is estimated at nearly VND 20,000 billion. This includes VND 6,842 billion in government funding and approximately VND 12,134 billion mobilized by the investor (excluding VND 989 billion in interest). The project is scheduled to be implemented from 2025 to 2027.

The People’s Committee of Binh Phuoc Province is the authorized body and signatory to the contract. The Binh Phuoc Provincial Project Management Board is responsible for inviting tenders. The Vingroup-Techtra Consortium is the project investor.

“This is the first project in the country to apply the selection of investors in special cases. Immediately after receiving approval from the Central Government, Binh Phuoc and Dak Nong resolutely committed to completing the project as scheduled,” said Ms. Tran Tue Hien, Chairwoman of the Provincial People’s Committee.

The leader of the Provincial People’s Committee emphasized the significance of the Gia Nghia-Chon Thanh Expressway, not just for Binh Phuoc and Dak Nong provinces but also for the entire Central Highlands and Southeast regions.

The selection of investors in special cases is applied to investment projects with specific requirements or conditions regarding investment procedures; land allocation, lease, or coastal area lease procedures; selection methods, standards, or contract content; or the need to ensure national defense, security, foreign affairs, border territory, national interests, or the fulfillment of the country’s political tasks, where the standard selection methods outlined in Clause 1 and Clause 2, Article 34 of the 2023 Bidding Law cannot be applied. The road serves as a strategic connector, tightly linking Binh Phuoc and Dak Nong provinces and numerous other localities with Ho Chi Minh City, the country’s most dynamic economic hub.

The formation of this expressway will not only expand the development space and create new growth momentum for both regions but also effectively tap into land potential, boost tourism, promote the development of processing industries, mineral exploitation, and other key economic sectors.

Perspective of Chon Thanh – Gia Nghia Expressway

Previously, in late April, the People’s Committee of Binh Phuoc Province held a groundbreaking ceremony for Component Projects 3 and 5 of the Gia Nghia-Chon Thanh Expressway.

Component Project 3 involves the construction of a new 95.1 km-long roadbed and 20 overpasses with a total investment of VND 951 billion from the central government budget. Component Project 5, with a total investment of VND 3,977 billion, focuses on compensation, support, and resettlement for affected households in Binh Phuoc Province.

Approximately 1,028 ha of land needs to be cleared, impacting around 2,150 households.

The Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) Expressway spans over 124 km. The project starts at km1923+400 on National Highway 14 (in Dak R’Lap district, Dak Nong province) and ends at the intersection with the Ho Chi Minh Highway in the Chon Thanh – Duc Hoa section (Chon Thanh district, Binh Phuoc province). It comprises five component projects, including Component Project 1, which entails constructing the expressway’s main route through a PPP model led by the People’s Committee of Binh Phuoc Province. Following the merger of Binh Phuoc and Dong Nai provinces, the People’s Committee of Dong Nai Province will take over the management of the project.
