On June 29th, the People’s Committee of Binh Phuoc Province organized the announcement and investment signing ceremony for Component Project 1 – constructing the main route of the North-South Expressway in the West, from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), utilizing the Public-Private Partnership (PPP) model. This is the most critical component project of the entire venture, with a toll collection period of 29 years and four months.
According to Ms. Tran Tue Hien, Chairwoman of the Binh Phuoc People’s Committee, the project spans approximately 124.13 kilometers, with 23.1 kilometers traversing Dak Nong and 101.03 kilometers in Binh Phuoc. It is designed as a six-lane expressway with a speed limit of 120 kilometers per hour.
During the initial investment phase, the project will be constructed as a complete four-lane expressway with a roadbed width of 24.75 meters. Specifically, the section passing through Dong Xoai City will be expanded to 25.5 meters, allowing for the installation of street lighting in the central divider.
The total investment for the project is estimated at nearly VND 20,000 billion. This includes VND 6,842 billion in government funding and approximately VND 12,134 billion mobilized by the investor (excluding VND 989 billion in interest). The project is scheduled for completion between 2025 and 2027.
The Binh Phuoc People’s Committee serves as the authorized body, executing the contract. The Binh Phuoc Project Management Authority is responsible for inviting tenders. The Vingroup-Techtra Consortium is the project investor.

“This is the first project in the country to employ a special investor selection process. Immediately upon receiving central approval, Binh Phuoc and Dak Nong resolutely committed to completing the project as scheduled,” stated Ms. Tran Tue Hien, Chairwoman of the Binh Phuoc People’s Committee.
The leader of the Binh Phuoc People’s Committee emphasized the significance of the Gia Nghia-Chon Thanh Expressway, not just for Binh Phuoc and Dak Nong but for the entire Central Highlands and Southeast regions.
The special investor selection process is applicable to investment projects with specific requirements or conditions regarding investment procedures; land allocation, lease, or sea area concession procedures; selection methods, standards, or contract content; or those that necessitate ensuring national defense, security, foreign affairs, border territory, national interests, or the fulfillment of the country’s political tasks, and thus cannot adhere to the standard investor selection forms outlined in Clauses 1 and 2, Article 34 of the 2023 Bidding Law. This route serves as a strategic connector, tightly linking Binh Phuoc and Dak Nong provinces, along with numerous other localities, to Ho Chi Minh City – the nation’s most dynamic economic hub.
The formation of this expressway not only expands the development space and generates new growth momentum for both regions but also effectively taps into land potential, boosts tourism, fosters the development of processing industries, mineral extraction, and other key economic sectors.

Previously, in late April, the Binh Phuoc People’s Committee held a groundbreaking ceremony for Component Projects 3 and 5 of the Gia Nghia-Chon Thanh Expressway.
Component Project 3 involves the construction of lateral roads and 20 new overpasses spanning over 95.1 kilometers in Binh Phuoc Province. With a total investment of VND 951 billion from the central government budget, the project is designed by the provincial Project Management Authority. Component Project 5, with a total investment of VND 3,977 billion, focuses on compensation, support, and resettlement for affected households in Binh Phuoc.
Approximately 1,028 hectares of land will be cleared, impacting around 2,150 households.
Extending over 124 kilometers, the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) Expressway begins at the intersection with Ho Chi Minh Road (National Highway 14) at km1923+400 in Dak R’Lap District, Dak Nong Province, and concludes at the junction with the Ho Chi Minh Road section of Chon Thanh – Duc Hoa in Chon Thanh Town, Binh Phuoc Province. The project comprises five component projects, including Component Project 1, which entails constructing the expressway’s main route under the PPP model, led by the Binh Phuoc People’s Committee. Following the merger of Binh Phuoc and Dong Nai, the People’s Committee of Dong Nai Province will assume responsibility for the project.
