The Traffic Police Department of the Ministry of Public Security has issued guidance to local police on vehicle registration procedures effective from July 1, 2025.
Accordingly, all Commune-level Police and Provincial/Municipal Traffic Police Departments are authorized to register cars, specialized motorcycles, and motorbikes for domestic organizations and individuals with headquarters or residence within the province or central-affiliated city.
Residents or organizations with a need to register cars, motorbikes, or specialized vehicles now have the option to do so at either the Traffic Police Department or any Commune-level Police station within their province or city of residence or headquarters.
Vehicles with a confiscated origin must be registered at the Traffic Police Department.
For communes with administrative boundaries that have been divided, merged, or reorganized into new administrative units, the Traffic Police Department will handle vehicle registrations for organizations and individuals within those communes until resident data is updated.
Local license plate codes post-merger will include the codes of the merged localities. For example, Hung Yen province with code 89 merges with Ninh Binh province with code 35, and Dong Thap province with code 66.
An Giang province, resulting from the merger of Kien Giang and An Giang, will be assigned the license plate code 68 (previously, An Giang had the code 67). After this code series is exhausted, the remaining codes will be issued in ascending order.
