Today, a Significant Ruling Affecting Tens of Millions of Cars and Motorcycles Comes Into Force

Vehicle Registration Available at All Commune-Level Public Security Offices in the Province/City

Starting from July 1, 2025, individuals or organizations in need of vehicle registration for cars, motorbikes, or specialized vehicles can choose to register at the Traffic Police Department or any commune-level Public Security office within the province or city of their residence or headquarters.

For vehicles that have won an auction for license plate numbers, individuals or organizations can register in the province or city of their residence, in addition to the Traffic Police Department managing the auctioned license plate number.

This is one of the new features of Circular 51/2025/TT-BCA, which amends and supplements a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024, of the Minister of Public Security, providing for the granting and revocation of vehicle registration certificates and license plate numbers for motor vehicles and specialized vehicles, effective from July 1, 2025.

This is also the first public service of the Ministry of Public Security to take effect from July 1, along with the reorganization of administrative units at all levels.

The elimination of the previous vehicle registration regions, which restricted registration to the commune of residence or designated registration points at the Traffic Police Department, is a breakthrough that provides convenience to the people and organizations.

Based on the current regulations, after provincial mergers, citizens are not required to change their license plate numbers. Specifically:

Article 10 of Resolution 190/2025/QH15 of the National Assembly states:

Documents issued by competent agencies or individuals with competent authority before the reorganization of the state apparatus and which have not yet expired or are still valid shall continue to be applied or used in accordance with the provisions of the law until they expire or are amended, supplemented, replaced, revoked, or annulled by the agency or competent individual that assumes the relevant functions, tasks, and powers or by a competent agency or individual.

No requirement shall be imposed on organizations or individuals to apply for the replacement of documents issued by competent agencies or individuals with competent authority before the reorganization of the state apparatus if such documents have not yet expired, except as otherwise provided by law.

The Prime Minister shall repeal normative legal documents that are no longer applicable issued by ministers or heads of ministerial-level agencies or issued jointly by ministers or heads of ministerial-level agencies before the reorganization of the state apparatus, in cases where, after the reorganization, the agency with the authority to repeal such documents cannot be identified.
