The government has issued Decree No. 175/2025/ND-CP, amending and supplementing a number of articles of Decree No. 10/2022/ND-CP dated January 15, 2022, stipulating registration fees.
Decree 175 has amended the regulations on registration fee rates for motorcycles. Specifically, the registration fee rate for motorcycles registered for the first time is 2%; for second and subsequent registrations, the rate is 1%.

From July 1, 2025, the registration fee rate for motorcycles will apply to all provinces and cities nationwide.
According to previous regulations, the registration fee rate for motorcycles registered for the first time in the six centrally-controlled cities – including Hanoi, Ho Chi Minh City, Haiphong, Danang, Can Tho, and Hue – and 83 provincial cities was 5%. In districts and towns, residents were subject to a 2% registration fee.
With this amendment, the 2% registration fee rate will be applied uniformly across all provinces and cities in the country.
According to the Ministry of Finance, in order to realize the Party and State’s guidelines on local administrative unit arrangement (merger of provinces and communes; elimination of district-level units), it is necessary to review and amend a number of contents stipulated in Decree No. 10 mentioned above.
After the rearrangement of administrative units at the provincial level, Vietnam has 34 administrative units at the provincial level. Some provinces were merged into centrally-controlled cities, such as Hai Duong merged into Haiphong and Quang Nam into Danang.
The Ministry of Finance argued that if the current regulations on calculation and collection of registration fees were applied, residents in the provinces (excluding provincial cities) merged into centrally-controlled cities would have to pay higher registration fees (an increase of 3%) when registering motorcycles.
Therefore, it was proposed to uniformly reduce the registration fee to 2% to ensure fairness and better support for the people. The transfer of authority from the provincial People’s Committees to issue prices for registration fees for automobiles and motorcycles, instead of the Ministry of Finance as at present, is also in line with the local government’s autonomy in fee collection.
