On June 30th, the People’s Committee of Hanoi decided to allocate 5,704.43 square meters of land in Dong La (now An Khanh) commune to the People’s Committee of Hoai Duc district for the construction of technical infrastructure to serve the site clearance of the Ring Road 4 project.

According to the decision, the Hanoi People’s Committee handed over the 5,704.43 square meters of land in Dong La, which had been reclaimed and cleared, to the People’s Committee of Hoai Duc district. The location and boundaries of the land have been determined and approved.

The People’s Committee of Hoai Duc district will be responsible for investing in technical infrastructure construction, ensuring a seamless and consistent connection with the master plan. Of the total land area, 5,574.35 square meters will be allocated for resettlement purposes. The land will be handed over without collecting land use fees and without going through an auction.

The People’s Committee of Hoai Duc district is responsible for coordinating with the Department of Natural Resources and Environment to hand over the land on maps and in the field; and for implementing the construction of works according to the approved investment project, adjusted approval, and legal regulations.

The People’s Committee of Hoai Duc district will organize the allocation of resettlement land to serve the site clearance of Ring Road 4 in accordance with regulations and guide the resettled households to fulfill their financial obligations. They will also implement procedures for granting land use right certificates, ownership of houses and other assets attached to the land in accordance with the law.

It is known that the Ring Road 4 – Capital Region parallel project, Hoai Duc and Dan Phuong sections (package 9) is facing difficulties due to about 130 households who have not yet handed over the site. The reason is that the residents have not been allocated resettlement land and are unable to relocate.

According to the plan, the Ring Road 4 parallel road will be opened to traffic by the end of 2025. However, according to the contractors, it will be difficult to open the parallel road by the end of 2025 if the site clearance issues are not resolved.

The Hanoi Party Committee has requested that the Chairman of the Hanoi People’s Committee direct the localities to urgently hand over the site for the project, with a deadline of June 30, 2025. However, the localities have stated that this issue has not yet been resolved.
