At the Green Industry Forum, with the theme “Harmonizing High Growth Targets and Sustainable Development,” organized by the Vietnam Economic Times Magazine on July 9, 2025, Dr. Chu Van Lam, Editor-in-Chief of the Vietnam Economic Times Magazine, emphasized the pivotal role of industry in the economy. He asserted that to harmonize high growth targets with sustainable development, embracing green industry is inevitable.
According to Dr. Lam, we are stepping into a new era of growth and Vietnam’s advancement. This era is marked by various milestones, but a significant one is the reorganization of our provincial structure, which took effect on July 1, 2025, involving the elimination of the district level.
As of today (July 9, 2025), we have entered this new era of advancement for nine days. There’s a renewed spirit and determination to achieve rapid double-digit growth for Vietnam in the coming years, consistently.
International experiences show that it takes countries 15 to 20 years, and even 30 years in the case of China, to achieve double-digit growth. Hence, the urgency to attain such growth rates is undeniable. We must explore all avenues to reach this goal.
A retrospective of Vietnam’s historical development underscores industrialization as the core factor. Looking further, nations aspiring to advance cannot sidestep the imperative of industrialization. This concept of “industrialization and modernization” has been emphasized in numerous Party documents.

Historically, industrial development has entailed trade-offs between growth and other objectives, notably environmental considerations. For instance, Japan, despite its remarkable development, faces severe domestic water pollution, prompting its citizens to rely mainly on seafood, especially from the deep sea.
“Our challenge is to achieve rapid and high growth while maintaining harmony with the environment,” said Dr. Lam, emphasizing the concept of dual transformation—both “green” and digital. This dual transformation is what the industry aspires to accomplish.
The industry remains pivotal to Vietnam’s economic progress. As of 2024, it contributed over 31% to the country’s GDP. While this proportion is not expected to increase significantly due to the development of the service sector, the industry’s role is still decisive in determining the economy’s “greenness.”
Unlocking the Puzzle of Double-Digit Economic Growth: A Central Strategy and Policy Focus
“Mr. Tran Luu Quang, Central Executive Committee member and Head of the Party Central Committee’s Commission for Policy and Strategy, emphasized that the insights shared at the Vietnam Economic Forum 2025 are significant contributions to the formulation of policies and strategies for achieving Vietnam’s ambitious target of double-digit economic growth.”
Is Economic Growth Without Environmental Trade-offs Possible: Is Vietnam Ready?
“Green growth is an inevitable global trend amidst escalating climate change. Vietnam stands at a pivotal juncture, poised to embark on a journey towards sustainable development. This transition hinges on technological innovation, a reformed growth model, and the integration of ESG [environmental, social, and governance] factors into business strategies. By embracing these changes, Vietnam can foster economic growth while effectively reducing emissions, thereby charting a course towards a greener and more resilient future.”
