In his opening remarks at the Vietnam Economic Growth Forum 2025 on the afternoon of July 8, Mr. Tran Luu Quang, Member of the Party Central Committee, Head of the Central Committee for Policy and Strategy, remarked that the event presented a valuable opportunity for a diverse range of stakeholders to contribute their insights. This included businesses, associations, experts, and those responsible in central agencies, all coming together to find answers to the critical question of Vietnam’s economic development.
“We all share the aspiration for our country’s robust development. Perhaps the only way to achieve this is by gathering contributions from everyone, from agencies, sectors, and localities across the nation,” said Mr. Quang, emphasizing the two centennial goals set for 2030 and 2045, aimed at attaining sustainable development and enhancing the quality of life for all Vietnamese people.
He then posed the central question that the Forum aimed to address: “With the goal of achieving double-digit growth, what do we all need to do and how should we do it? The concept of ‘how’ includes recommendations and proposals at both the central and local levels,” he elaborated.

Mr. Quang went on to explain the approach that the Central Committee for Policy and Strategy would take in drafting the proposal titled “Strategic Solutions to Promote Double-Digit Growth in the New Era, the Era of Vietnam’s Soar,” which would be submitted to the Politburo and the Party Secretariat. The committee will employ a bottom-up approach to ensure that the voices of all economic stakeholders are heard and reflected in the proposal.
“We could have drafted the proposal ourselves and submitted it, but we fear that it might not meet everyone’s expectations,” he admitted. “So, we are doing the opposite—listening to what people want and trying to institutionalize, politicize, and turn their creative ideas into policies and guidelines to make them even better. The insights gathered at this Forum will be invaluable contributions to the proposal,” Mr. Quang affirmed.

The Head of the Central Committee for Policy and Strategy highlighted the significant steps taken by the Party and the State to propel the nation forward and boost economic development. These included revolutionary changes in various fields, new resolutions, and a fresh approach to governance, such as streamlining the apparatus and reorganizing administrative units.
“This also puts immense pressure on us to turn our words into actions, and our aspirations into tangible development and a brighter future for Vietnam,” Mr. Tran Luu Quang emphasized.
