In the final days of July, at numerous driving test centers in Ho Chi Minh City, it was a familiar sight to see test-takers filling up the waiting areas until late at night. At the Driving Test Center of the East (in the old Thu Duc City’s Long Binh ward), tests are conducted from 7:30 am and usually conclude after 10 pm, sometimes even lasting until 1 am the next day.

The entire center is equipped with a high-power lighting system and 24/7 surveillance cameras to ensure transparency and fairness in each test.

Inside the control cabin, traffic police officers are on duty, closely monitoring each practical test to ensure compliance with procedures and regulations.

As observed at 8:30 pm, hundreds of test-takers were still waiting to take their tests at the Eastern Center.

To ensure the continuous and proper conduct of the tests, traffic police officers and examiners are arranged to work in shifts, taking turns to be on duty day and night. This approach maintains the health of the officers and upholds the stability and seriousness of the testing process.

Senior Lieutenant Colonel Le Chi Cuong, Acting Director of the Driving Test Center of the East, shared that organizing tests through the night is an urgent solution to address the backlog of applications accumulated over several months.

Ho Chi Minh City currently has 9 testing boards, each comprising 12-13 officers, handling approximately 6,000 applications daily, including both car and motorcycle licenses. The Eastern Testing Board alone processes 780-800 applications per day.

According to the Traffic Police Department (PC08, Ho Chi Minh City Police), for nearly a month, the team responsible for testing and issuing driver’s licenses has been working from morning till late at night, even on weekends, to clear the backlog of more than 75,000 applications.

At 9:30 pm, the testing area at the Eastern Center remained brightly lit, with the loudspeaker calling out the names of test-takers. The traffic police officers patiently provided guidance and supervised each test.

Ms. Nguyen Thu Huyen, a resident of Thu Duc City, shared that while night testing is more challenging due to limited lighting, it also helps test-takers improve their ability to handle real-life situations: “Nighttime testing makes me more focused and improves my reflexes. It’s a very valuable experience.”

The traffic police officers, examiners, and staff at the testing centers have been working until late at night to ensure the progress of handling tens of thousands of pending applications. Despite the high-intensity work, the officers maintain close coordination and closely monitor each organizational step to ensure the safety, seriousness, and compliance with regulations of the testing process.

From mid-May 2025 to the present, the Traffic Police Department (PC08, Ho Chi Minh City Police) has organized more than 250 testing sessions, serving nearly 140,000 test-takers with licensing needs. On peak days, the number of testing sessions reached 9 per day, with over 6,000 participants.

All examiners have undergone training and received their official cards. They are mobilized to work according to a clear division of labor. Thanks to the systematic organization, the tests are conducted seriously and in accordance with regulations. Notably, the data of the test-takers is immediately transmitted to the Traffic Police Department, helping to shorten the time for approval and licensing.
