Five Key Tasks for the South-Eastern Region
On August 2nd, a conference was held in Ho Chi Minh City, bringing together the Coordinating Council of the South-Eastern Region for the sixth time and the Steering Committee for the implementation of Resolution 98/2023 of the National Assembly on experimental mechanisms and policies for the city’s development.
Prime Minister Pham Minh Chinh, along with Deputy Prime Minister Nguyen Hoa Binh and Secretary of the Municipal Party Committee Nguyen Van Nen, were in attendance.
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged the successful reorganization of the country’s administrative apparatus under the leadership of General Secretary To Lam. He acknowledged that while there is still much to be done, significant progress has been made.
The reorganization has brought changes to the South-Eastern Region, including the merger of Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau, resulting in the addition of Long An province. Consequently, the region’s area and population have increased.

The Prime Minister commended the region’s provinces for their positive contributions during the first half of 2025. For the remaining six months, he instructed the local authorities to focus on five key tasks.
First, review and improve the institutional framework to foster development, serve the people, simplify administrative procedures, decentralize, and reduce costs for citizens and businesses.
Second, update the master plan to align with the new geographical boundaries, ensuring it is science-based, practical, and feasible, thus creating a new dynamic and maximizing the region’s potential and competitive advantages.
Third, mobilize resources, with public investment leading private investment.
Fourth, develop human resources and improve the quality of officials to implement new ideas effectively.
Fifth, implement smart governance and efficient coordination between localities and with ministerial departments.
The Prime Minister emphasized that the South-Eastern Region should take the lead in implementing the four pillar resolutions of the Politburo and smoothly operate the two-tier local government system.
He urged each locality to take initiative and actively work towards the region’s development, thereby contributing to the country’s advancement into a new era of prosperity, strength, civilization, and affluence.
Proactivity and Creativity
Regarding the implementation of Resolution 98, the Prime Minister acknowledged its initial positive impact, with 36 out of 44 special mechanisms being effectively utilized.
He encouraged Ho Chi Minh City to maintain its determination, effort, and dedication, continuing to pioneer in five key areas: digital transformation, science and technology development and application, startup promotion, innovation, and smart city development; attracting investment in high-tech industries and green technology for sustainable development; developing high-value-added financial, service, and tourism sectors, as well as marine economy; fostering high-quality human resources and leading experts in key areas; and ensuring social welfare so that no one is left behind.
New Space, New Opportunities
According to the Prime Minister, for the country to achieve its growth target of 8.3%-8.5%, Ho Chi Minh City must aim for a growth rate of 8.5% this year, with a focus on achieving over 10% in the last six months. While this is a significant challenge, the new space will create new opportunities for the city to boost its growth.
The Prime Minister agreed with the city’s proposals and requested a continuous review and evaluation of the implementation of Resolution 98 to learn from experiences and make necessary adjustments. He emphasized the importance of having a proactive mindset, creativity, effectiveness, and strong coordination between agencies and units within the system. Additionally, he stressed the need to boldly address difficulties and promote innovative development mechanisms.

The New Face of Ho Chi Minh City: Unveiling the Renaming of Merged Neighborhoods
The neighborhood of Binh Duong, in Ho Chi Minh City, underwent a transformation with a unique twist. The original four wards, upon merging, encountered an unusual challenge—a numbering system for their streets that led to duplication. In a creative resolution, the streets were renamed, with a nod to their historical roots. The new names now bear the prefix of the old ward, followed by a number, except for one street, which, in a break from the pattern, was renamed after a distinct landmark, thus preserving its unique identity.
Activating the International Finance Center by EOY 2025
The Steering Committee for the International Financial Center in Vietnam aims to establish and operate an international financial hub in Ho Chi Minh City and Da Nang by the end of 2025.
