The area is divided into three residential units with urban functions:
Residential Unit 1 (116.70 ha, approx. 18,000 residents): In the northwest, along the existing Binh Quoi Road, this unit will comprise existing residential areas, as well as relocation and social housing developments.
Residential Unit 2 (155.22 ha, approx. 20,000 residents): Located in the south, across from An Khanh Ward, this unit will foster a high-quality community with diverse amenities supporting a healthy and happy lifestyle.
Residential Unit 3 (151.68 ha, approx. 16,000 residents): In the northeast, across from Truong Tho Ward, this unit will feature a distinctive waterscape with proactive flooding and a marina.
The vision for Binh Quoi-Thanh Da is to create an urban center integrated with a water park, developing a modern tourist city with synchronized technical and social infrastructure. The area will intertwine parks and wetlands with ecological landscapes, high-rise centers, reduced building density, and enhanced residential, administrative, commercial, service, cultural, and riverfront tourism functions.

The recently enacted Decree 95/2024 provides detailed regulations on foreign ownership of residential properties as stipulated in the Housing Law. Effective August 1, the decree allows foreign organizations and individuals to own up to 30% of the total number of apartments in a building that are intended for residential purposes.
