This morning (August 12), Deputy Prime Minister Mai Van Chinh, head of the Steering Committee for the Exhibition of National Achievements on the occasion of the 80th National Day (September 2, 1945 – September 2, 2025), chaired a meeting of the Steering Committee. This event was emphasized by Prime Minister Pham Minh Chinh to be organized as a “festival of the nation.”
What tasks did the Deputy Prime Minister assign to Vingroup?
At the meeting, after listening to the opinions of the representatives of the units, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of the units and at the same time noted that the remaining time is very short. According to the Deputy Prime Minister, there are only 15 days left until the opening of the exhibition, and only 1 week left until the preliminary review, while the scale of organization and the amount of work are still very large. Therefore, high determination and great efforts are needed to perform the assigned tasks well.
Recently, the Prime Minister also issued Dispatch 126 directing the focus and assigning specific tasks to ministries, sectors, and localities. Therefore, the Deputy Prime Minister requested that the ministries, sectors, and localities seriously and urgently focus on implementing the assigned tasks and work.

The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to direct and closely coordinate with Vingroup and international consultants to review and absorb the opinions of the Government’s Standing Committee on August 6, 2025, and promptly finalize the overall design identification plan. Based on this, the Ministry is responsible for promptly evaluating and approving the implementation according to regulations. At the same time, carefully and thoughtfully prepare for the organization of the Exhibition’s opening and closing ceremonies.
In addition, the Ministry of Culture, Sports and Tourism should develop a detailed program and content, as well as publications and documents for a press conference on the event on August 22, 2025; have a specific plan and method to manage and operate the Press Center; and at the same time, promote propaganda and promotion of the Exhibition on means of communication… so that the event is known, cared for, and responded to by the people and the public.
The Ministry of Culture, Sports and Tourism shall take the prime responsibility for, and coordinate with the Ministry of Home Affairs and relevant agencies to research and advise on rewarding collectives and individuals with outstanding achievements in implementing the Exhibition; and at the same time, research on methods for scoring exhibition pavilions and organizing art programs before, during, and after the Exhibition…
The Deputy Prime Minister assigned the Ministry of Finance to urge state-owned enterprises to participate. The Ministry of Construction shall assign officers to inspect and evaluate the safety of equipment and structures related to the exhibition works and areas, ensuring absolute safety.
In addition, the Deputy Prime Minister requested that Vingroup create favorable conditions for units during the peak construction period, ensuring conditions for construction overtime to meet the progress requirements. The Group should improve the working environment and create favorable conditions for construction workers in hot weather; and strengthen measures to reduce air dust and noise pollution.
The Deputy Prime Minister assigned Vingroup to closely coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to resolve issues in organizing the exhibition, opening and closing ceremonies, ensuring plans for traffic, medical, security and order, fire and explosion prevention, environmental sanitation, arranging public toilets inside and outside the exhibition house, and garbage collection areas, ensuring the landscape space of the Exhibition, arranging greenery, catering areas, and entertainment services to meet the essential needs of the people.
Along with that, decorate the entire area inside and outside the National Exhibition Center. Design lively icons in the West Yard area to express the aspiration to the sky, reaching out to the sea (such as large seaports, large fleets…), going deep underground (subway systems, underground spaces…).

The Deputy Prime Minister emphasized that the Exhibition is an event on a large scale, rich in content, a big task, a difficult task, and unprecedented, with limited time and high requirements… Moreover, participating in and organizing this Exhibition is the pride and responsibility of ministries, sectors, localities, and businesses. Therefore, the Deputy Prime Minister requested that all ministries, sectors, localities, and businesses participate with the highest sense of responsibility to match the scale of the 80th anniversary of the construction and defense of the country, ensuring comprehensiveness, comprehensiveness, objectivity, effectiveness, and economy.
Previously, in the afternoon of August 11, Deputy Prime Minister Mai Van Chinh chaired a meeting with relevant ministries, sectors, and units on issues related to the Exhibition of Achievements for the 80th National Day. The Deputy Prime Minister emphasized the urgency of the time and stated that all difficulties and obstacles would be resolved directly at the construction site. “I will be present regularly to help you resolve them immediately,” said the Deputy Prime Minister.
Reporting at the meeting on August 12, according to Deputy Minister of Culture, Sports and Tourism Ta Quang Dong, the Ministry has coordinated with relevant units to organize agencies and units to construct and display the Exhibition from August 1. The construction progress is regularly updated and reported to Deputy Prime Minister Mai Van Chinh during daily inspections at the National Exhibition Center.
It is expected that the opening ceremony of the Exhibition will take place at 9:00 AM on August 28. The closing ceremony will take place at 8:00 PM on September 5. The location is at the Outdoor Stage in the North Yard of the National Exhibition Center (a project in the Top 10 in the world). Previously, at 9:00 AM on August 20, there will be an inspection and preliminary review, and at 9:00 AM on August 26, there will be a full review of the Exhibition.
The Deputy Minister requested that the units closely follow the issued design, adhere to the schedule, and ensure completion on time. At the same time, the sub-committees should review their activities and assign officers to be present at the Exhibition to resolve any possible issues.
