Construction of 6 km Belt 2 in Ho Chi Minh City expected to start at the end of this year

After years of delay, the two sections of the Eastern Ring Road in Ho Chi Minh City, spanning over 6 km, are expected to commence construction by the end of this year, with a total investment of nearly 14,000 billion VND.

The information was provided at a compensation and site clearance deployment conference for the construction of two sections of Belt Road 2 in Thu Duc City on February 3. These are two of the remaining four sections of the incomplete belt road line, which were approved for investment by the Thu Duc City People’s Council last year with a total budget of about VND 13,871 billion.

Specifically, section 1 is 3.5 km long, from Phu Huu bridge to Vo Nguyen Giap Boulevard (formerly Hanoi Highway), which was invested in the first phase with a capital of about VND 9,328 billion. Section 2, from Vo Nguyen Giap Boulevard to Pham Van Dong, is 2.8 km long with a total budget of VND 4,543 billion. Both projects were cleared entirely from the beginning, 67 meters wide, and then built roads on both sides along with intersections. The vacant land in the middle of the road will be reserved for future development.

Mr. Vo Tri Dung, Head of the Compensation and Site Clearance Steering Committee of Thu Duc City, said that the estimated land use demand for the implementation of the two aforementioned projects is more than 61.5 hectares, affecting about 935 households and organizations. The locality plans to compensate, clear the site, and relocate affected residents in two phases.

From now until mid-March, the authorities will focus on collecting legal documents, compiling lists, approving project boundaries… After that, compensation will be promptly implemented with agricultural land or residents having land for surrender. The remaining cases involving residential land or residents with slow land surrender will be handled last.

“The locality aims to hand over about 70% of the site by November 2024 for investors to commence the project, before completing the entire project in March 2025,” Mr. Dung said.

According to Chairman of Thu Duc City People’s Committee Hoang Tung, based on the experience of site clearance for Belt Road 3, the Belt Road 2 projects in the area will apply technology in surveying and counting, for a more professional and efficient implementation.

“When Belt Road 2 is completed, it will not only connect regions but also serve as a driving force for the economic and social development of Thu Duc,” Mr. Tung said, affirming that the locality has planned in detail and is determined to complete the site clearance milestones to commence the projects.

At the conference, Deputy Chairman of Ho Chi Minh City People’s Committee Bui Xuan Cuong said that the two sections of Belt Road 2 in Thu Duc City play a particularly important role in expanding the urban development space in the east, connecting the ports clusters of Cat Lai, Phu Huu, Truong Tho… to ease congestion in the inner city area. Over the years, the completion of the road has received much attention from city leaders, but due to budget difficulties, it has taken until now to be arranged.

“Therefore, Thu Duc must not let site clearance hinder the project implementation progress,” Mr. Cuong demanded.

In addition to the two mentioned above, Belt Road 2 in Ho Chi Minh City has two other incomplete sections. Of these, section 3, also in Thu Duc City, is more than 2.7 km long from Pham Van Dong Street to Go Dua Intersection, which has been under construction but is still incomplete. The remaining section (section 4) is located in the southern part of the city, 5.3 km long, connecting National Highway 1 to Nguyen Van Linh Street, which has not been invested yet.
