In early 2022, VSIP III Industrial Park (Binh Duong province) was inaugurated. The project has an investment capital of over VND 6,400 billion, built on an area of 1,000 hectares in Hoi Nghia commune, Tan Uyen Town and Tan Lap commune, Bac Tan Uyen district.
This is the third-generation industrial park, designed to integrate smart technology into activities – from energy, water, waste management to traffic and security management. The use of multiple real-time monitoring devices to remotely monitor, analyze and optimize performance, enhance visual monitoring of activities helps this IP become safer, more efficient for manufacturers and workers.
VSIP III Industrial Park has welcomed many “eagles” to “nest” as soon as it started. In particular, notable is the presence of the LEGO Group (Denmark) with a project worth over USD 1.3 billion. This is one of the three largest foreign direct investment (FDI) projects in Binh Duong province up to now. “LEGO chose VSIP III because the Government of Vietnam has plans to invest in expanding renewable energy production infrastructure and create conditions for cooperation with foreign companies seeking high-quality investments. This is one of the factors that help LEGO make a decision to build in Vietnam,” said Mr. Carsten Rasmussen, CEO of the LEGO Group.
LEGO Group emphasizes that this is the world’s first carbon-neutral factory of LEGO developed in a green, sustainable and environmentally friendly direction. The goal is to have zero carbon emissions, and the factory’s electricity is provided by renewable energy from the solar power system from the solar farm right next to the factory.
Achieving through the Japanese and Korean approach
Ms. Nah Yoon Shin, an expert from the World Bank, said that to support Vietnam’s commitment to promoting EIP development, the World Bank has initiated a technical assistance project to assess the feasibility of EIP development chosen nationwide. The goal is to support the Government of Vietnam and provincial authorities in improving the competitiveness of the environment for industries through the establishment of EIP, Becamex IDC and Binh Duong province is chosen as the main partner for this project.
According to Ms. Nah Yoon Shin, by establishing internationally recognized EIP, Binh Duong not only gains valuable knowledge and performance monitoring but also becomes an attractive destination for leading investors. The implementation of EIP also helps reduce production costs, improve carbon reduction rankings, and enhance the competitiveness of both investors and industrial parks.
In addition to the existing 29 industrial parks, the province is currently focusing on establishing science and technology industrial parks with an area of 400 hectares in Bau Bang district, as well as expanding Nam Tan Uyen, Rach Bap, and Cay Truong industrial parks. At the same time, research is being conducted on upgrading and converting existing industrial parks into supportive industrial parks, EIP, innovative industrial parks, urban – service industrial parks suitable for the new orientation of Binh Duong city in the 2021-2030 period and the vision to 2050.
Deployment in many provinces and cities
The project “Deployment of eco-industrial parks in Vietnam according to the approach of the global eco-industrial program” sponsored by the Swiss Federal Economic Bureau (SECO) is being implemented in the period of 2020-2024 in 5 provinces and cities: Ho Chi Minh City, Can Tho, Dong Nai, Da Nang, and Hai Phong.
The project aims to improve the economic, environmental, and social efficiency of the industrial sector and integrate regulations to develop EIP models in related rules and regulations.
Mr. Mai Hung Dung, Deputy Permanent Chairman of the Binh Duong Provincial People’s Committee, said that the province has approached the EIP criteria of foreign countries and the implementation methods of developed countries such as Japan and South Korea to shape the policy framework and criteria for energy saving, cyclicity, symbiotic enterprises, CO2 treatment. This is a global trend, and many businesses in Binh Duong have voluntarily converted.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC, commented: “The EIP model is an essential trend to increase competitiveness and protect the environment. Binh Duong needs to quickly innovate its development model, focusing on developing new ecosystems, smart industrial ecosystems, using innovation and science – technology as a driving force, focusing on developing high-quality human resources on the basis of the development philosophy of the province: Efficient investment environment – Harmonious human society – Dynamic and creative government.”
