On February 15, according to sources, the Chairman of the People’s Committee of Binh Dinh province issued a document regarding certain issues related to land plots along Dien Bien Phu street in Nhon Binh ward, Quy Nhon city.
After Nguoi Lao Dong newspaper published a series of articles, the “Parking Lot” signboard erected by Quy Nhon Road Repair and Management Joint Stock Company on the front of land plot A3 was unexpectedly demolished.
Accordingly, the Chairman of Binh Dinh Province People’s Committee assigned the Department of Construction to take charge and coordinate with the People’s Committee of Quy Nhon city to review and propose a planning solution for the area along Dien Bien Phu street (4 land plots A1, A1m, A2, A3) and neighboring land plots in Nhon Binh ward to ensure compliance with current laws and regulations and report the proposal to the provincial People’s Committee.
In addition, the Chairman of Binh Dinh Province People’s Committee also assigned the provincial Tax Department to take charge and coordinate with the People’s Committee of Quy Nhon city and relevant agencies to review and collect financial obligations related to the use of the aforementioned land plots according to regulations. At the same time, the People’s Committee of Quy Nhon city was assigned to review and proactively handle matters related to compensation and land clearance for land plot A3 on Dien Bien Phu street, Nhon Binh ward according to regulations.
As reported by Nguoi Lao Dong newspaper many times, Quy Nhon Road Repair and Management Joint Stock Company (headquartered in Quy Nhon City) arbitrarily filled and used land plot A3 with an area of ​​nearly 22,000 m2 on the front of Dien Bien Phu street, Nhon Binh ward, Quy Nhon City as a parking service for over 4 years without being licensed or allocated by competent authorities. This is a violation according to the Land Law 2013.
Similarly, after the completion of land clearance, up to now, land plot A1 with an area of ​​about 8,000 m2 on the front of Dien Bien Phu street, Nhon Binh ward, Quy Nhon City has not been handed over to any organization or individual by the competent authorities. However, in reality, this land plot has been illegally occupied for parking service business for many years.
Each year, the unauthorized use of land plots A1 and A3, with a total area of ​​about 30,000 m2, for business purposes results in a loss of approximately 1.5 billion VND to the state budget from land rental.
According to an official from the Department of Natural Resources and Environment of Binh Dinh province, the aforementioned land plots A1 and A3 have been planned for a parking lot and transportation service project. During the waiting period for the auction procedures for land use rights to implement the project, these 2 land plots were temporarily managed by the provincial People’s Committee. Therefore, if any violations occur on these 2 land plots, the responsibility lies with the People’s Committee of Quy Nhon city.
It is said that these 2 land plots are “golden land” because according to the market, residential land in the front area of Dien Bien Phu street, Nhon Binh ward, Quy Nhon City is currently priced at about 50 million VND/m2. Therefore, the fact that tens of thousands of square meters along this street have been illegally occupied for business for many years has caused anger among local residents.
According to Nguoi Lao Dong newspaper’s investigation, local authorities have been leasing land on Dien Bien Phu street, Nhon Binh ward, Quy Nhon City to a transportation service business at a price of about 50,000 VND/m2/year. Therefore, in the past period, the unauthorized use of the aforementioned land plots A1 and A3, with a total area of ​​about 30,000 m2, for business purposes resulted in a loss of approximately 1.5 billion VND in land rental to the state budget.
