Local projects have not allocated social housing land
Speaking at the nationwide online conference to deploy the project “Investment and construction of at least 1 million social housing apartments for low-income earners, industrial zone workers in the period of 2021-2030” in 2024, Minister of Construction Nguyen Thanh Nghi said that from the period of 2021 to now, there have been 499 social housing projects (SH) implemented nationwide with a scale of over 411,000 apartments (of which 71 projects have been completed with a scale of nearly 40,000 apartments; 127 projects have started construction with a scale of nearly 108,000 apartments; 301 projects have been approved for investment with a scale of 265,500 apartments).
For the implementation of the preferential credit package of 120,000 billion VND, up to now, 28 provinces have announced the list of 68 projects eligible for borrowing under the 120,000 billion VND Credit Program with a loan demand of more than 30,000 billion VND. As of now, 6 SH projects in 5 localities have been disbursed with a capital amount of about 415 billion VND.
According to the project “Investment and construction of at least 1 million social housing apartments”, by 2030, the total number of completed apartments by localities will reach about 1,062,200 apartments. In which, the period of 2021-2025 will complete about 428,000 apartments. Thus, if the licensed and approved projects are completed on time, we will basically achieve the project’s goal by 2025.
According to the summarized report of localities, there have been 1,249 planned land areas with a scale of 8,390 hectares for SH, so compared to the 2020 report (3,359 ha), the area of SH development has increased by 5,031 ha.
Localities interested in planning SH development funds such as: Dong Nai 1,063 ha, Ho Chi Minh City 608 ha, Long An 577 ha, Hai Phong 471 ha, Hanoi 412 ha. However, some localities have not planned and allocated SH land funds such as: Ninh Binh, Lai Chau, Nghe An, Ninh Thuan, Dong Thap.
Many localities have been active in attracting investment and promoting the construction of social housing such as (Bac Ninh province with 15 projects, 6,000 apartments; Bac Giang with 05 projects, 12,475 apartments; Hai Phong with 07 projects, 11,678 apartments; Binh Duong with 07 projects, 6,557 apartments; Dong Nai with 08 projects, 9,074 apartments; Binh Duong with 07 projects, 657 apartments; Thanh Hoa with 09 projects, 4,948 apartments…).
However, some key localities, although having a great demand for SH, still have limited investment in accordance with the project’s goal by 2025 (Hanoi with 03 projects, 1,700 apartments meeting 9%; Ho Chi Minh City with 07 projects, 4,996 apartments meeting 19%; Da Nang with 05 projects, 2,750 apartments meeting 43%;…), or some localities do not have SH projects starting construction in the period from 2021 until now (Vinh Phuc, Ninh Binh, Nam Dinh, Long An, Quang Ngai,…)
SH investors must publicly disclose all project-related information
Regarding support funds for enterprises: The Ministry of Construction has 03 times announced the list of projects eligible for loans on the Electronic Portal of the Ministry of Construction with a total of 24 SH projects, housing for workers, and the renovation of old condominiums eligible, with a scale of: 20,188 apartments, a total investment amount of 19,014 billion VND and a loan demand according to proposals of localities about 7,516 billion VND.
According to a report from the State Bank, there is currently 01 SH project investor borrowing with an amount of 125.84 billion VND.
Regarding the disbursement of a 15,000 billion VND fund to support individuals to borrow for buying, renting to buy SH, workers’ housing, and household housing: According to the report of the Social Policy Bank, to date, the outstanding debt has reached 10,272 billion VND with 26,268 customers.
For enterprises, the Ministry of Construction proposes:
(1) SH project investors establish progress, prepare resources, finances, apply new technologies to shorten construction time;
(2) For the SH projects that have selected investors, request the investors to urgently complete the legal procedures (land transfer procedures; preparation of basic design appraisal dossiers, technical designs, fire prevention, fire fighting, construction permits; selection of consultancy and construction contractors) to start construction according to approved planning and investment decisions;
(3) After starting the project, SH project investors have the responsibility to provide and publicly disclose all information related to the project for people to know, register, and implement monitoring and supervision;
(4) Urgently deploy construction, ensuring the progress of completing works on the 20% SH land fund;
(5) Actively review objects, conditions, register with provincial People’s Committees to be announced in the preferential loan list from the 120,000 billion VND support package…
