Hanoi: Residents evacuated as concrete columns of mini apartment buildings in Thanh Xuan District crack

The Thanh Xuan district People's Committee requires the owners of mini apartment buildings with severely cracked concrete columns to hire a professional team to conduct repair and reinforcement work in accordance with regulations to ensure safe use of the buildings.

Regarding the fact that the two columns supporting the parking garage of the mini apartment building at 236/17 Khuong Dinh Street (Hạ Đình Ward, Thanh Xuân District, Hanoi) have cracked, on the evening of February 24th, the People’s Committee of Thanh Xuân District announced that all residents have been evacuated from the building to ensure safety.

On the same day, the People’s Committee of Thanh Xuân District issued a document requesting land users, homeowners, and other assets attached to the land at the address of 22, alley 236/17 Khuong Dinh Street (Hạ Đình Ward) to hire qualified consulting units to survey, assess the quality, and evaluate the level of danger of the construction project according to regulations.

Thanh Xuân District also required the owner of the apartment building to hire a qualified construction unit to organize the repair and reinforcement of the construction project to ensure safe use. When conducting repairs and reinforcement of the construction project, measures must be taken to ensure the safety of people and the construction.



After repairing and reinforcing, the project must be inspected by the accredited unit and evaluated by the relevant authorities to ensure safety before being put into use. Since the morning of February 24th, about 60 households living in the mini apartment building at 236/17 Khuong Dinh Street have been requested by the functional authorities of Hanoi to evacuate the building to ensure safety.

The reason is that some concrete columns and steel cores on the ground floor of this apartment building have been cracked for several days.

Specifically, in the area of the ground floor of the building – the parking lot, there are two concrete columns and steel cores that have cracked into large horizontal and vertical gaps extending from the base of the columns to the ceiling.

Facing this phenomenon, the functional forces had to reinforce the system of iron scaffolding around the base of the deteriorated columns. The area of reinforced cracked concrete columns was also fenced off to warn of the dangerous area and prohibit access in order to ensure the safety of residents.

Some residents living in this mini apartment building said that since the end of the old Lunar year, residents have discovered that the columns on the ground floor of the building suddenly cracked. However, many households still stayed and did not move because they didn’t know where to go and accepted living with the worry that the building is not safe.

It is known that the mini apartment building has 8 floors and about 60 apartments; it was sold to households and put into use from 2017 until now.
