The noteworthy point of the new regulation lies in the issuance of certificates of technical conditions for aviation equipment and specialized aviation vehicles produced, assembled, and improved in Vietnam.
The regulation specifies that for equipment and vehicles operating at airports within the jurisdiction of an airport authority, the airport authority shall issue certificates of technical conditions for aviation equipment and specialized aviation vehicles produced, assembled, and improved in Vietnam.
Except for the cases specified above, the agency responsible for issuing certificates is the Civil Aviation Administration of Vietnam.
Inspection work includes determining compliance with applicable standards and technical regulations used by manufacturers in production, inspecting the actual products, inspecting the results of trials, and inspecting the results of necessary testing to evaluate products according to applicable standards and technical regulations, and inspecting the results of trial operation.
In the case of vehicles and equipment that are produced, assembled, and improved in Vietnam, applying advanced world technology that Vietnam has not yet absorbed and mastered, the Civil Aviation Administration of Vietnam or the airport authority requires the applicant to engage an independent organization with sufficient capacity as prescribed to perform the necessary testing and trials to verify compliance with the applied requirements and technical standards.
In addition, Decree 20/2024 also amends and supplements regulations on services provided at airports. Particularly, the determination of the services of cargo terminal operation and cargo warehouse operation is made more specific.
Specifically, air cargo terminal operation services are defined as the organizational operation of a cargo terminal, meeting the requirements for aviation security inspections, customs supervision of international goods, and the regulations for the transportation of goods and mail by air.
In particular, the air cargo terminal is located adjacent to the apron area and directly connected to the aircraft parking area.
Air cargo warehouse operation is defined as the organizational operation of a cargo warehouse, which must meet the requirements for aviation security inspections, customs supervision of international goods, and the regulations for the transportation of goods and mail by air.
In addition, the new decree also states that ground commercial technical services are the activities performing the functions of passenger service, baggage handling service, cargo and mail service, as well as aircraft services on the apron, weight control, flight operations, and other support activities for aircraft operations at airports.
