The Yen Xa wastewater treatment system project has a total investment of over VND 16,293 billion, of which 84.14% is ODA loans (from the Japanese Government). The project includes the construction of a wastewater treatment plant with a capacity of 270,000 m3/day; construction of a collection sewer system and connecting system (along both sides of the To Lich and Lu rivers), the new urban area of Ha Dong with a total length of about 52.62 km (diameter 315-2,200 mm)
The wastewater treatment plant will be built in Thanh Liet commune, Thanh Tri district, Hanoi with an area of about 13.8 ha
Of the 4 bidding packages of the project, up to now, bidding package No. 1, construction of the Yen Xa Wastewater Treatment Plant, executed by the Joint Venture Contractor JFE-TSK (Japan), has completed 97%, expected to undergo trial operation in the second quarter of 2024, and officially put into operation in 2024
Bidding package No. 2, construction of the embankment system for the To Lich River and main conduit, carried out by Contractor TEKKEN (Japan), has completed 90% of the progress. Bidding package No. 3, construction of the embankment system for the Lu River, has achieved about 10% of the volume; bidding package No. 4, construction of the conduit system for part of Ha Dong area and new urban area, has achieved about 16% of the volume

Mr. Dinh Tien Dung, Secretary of Hanoi Party Committee, said that currently, the urban wastewater treatment rate of the city reaches 28.8%. The target set for 2025 is to ensure that the urban wastewater treatment rate reaches 50-55%. “The Yen Xa wastewater treatment system project not only has the significance of helping the city achieve the above-mentioned wastewater treatment target, but also plays a very important role in cleaning up important rivers of the capital such as the To Lich, Lu and Set rivers, as well as serving nearly 1 million people in the 6 inner districts and Thanh Tri district” – Secretary Dinh Tien Dung emphasized
Secretary of Hanoi Party Committee Dinh Tien Dung requested the City Party Committee, departments, agencies, and local authorities to create favorable conditions for the Investor, contractors, and related units to hand over the site, grant permits, and carry out construction to ensure progress
“I propose that the Investor, contractors, and consulting units focus human resources, machinery, and equipment to urgently deploy construction in order to ensure the project is completed on schedule and successfully fulfill the assigned tasks” – Secretary of Hanoi Party Committee said
Secretary of Hanoi Party Committee Dinh Tien Dung proposed the City People’s Committee, departments, boards, sectors, and local authorities to guide the Investor in adjusting, supplementing procedures, ensuring sufficient capital for the project, as regulated
The Investment Management Board for Construction of Technical and Agricultural Infrastructure of Hanoi City needs to coordinate with departments and sectors to expedite the implementation of procedures to terminate the contract for bidding package No. 3 as well as complete the procedures for bidding, selecting the contractor for bidding package No. 3 again in 2024; at the same time, focus on accelerating the progress of implementing bidding package No. 4 to ensure completion in 2025
Regarding capital, Secretary of Hanoi Party Committee Dinh Tien Dung assigned the City Party Committee to direct the City People’s Committee, departments, and sectors to advise on adjusting, supplementing procedures to ensure sufficient capital for the project, as regulated
