Thai billionaire seeks to invest in 6,000 MW LNG project, requests local authorities to expedite port investment procedures

Recently, the Secretary of the Nam Dinh Provincial Party Committee had a meeting and working session with the Gulf Energy Development Group (Thailand).

At the working session, Mr. Somsack Chunata expressed his thanks to the Provincial Party Secretary and the province’s leaders for taking the time to meet with the delegation and expressing the Group’s desire to cooperate and sign a memorandum of understanding on investment with Nam Dinh province to develop the LNG gas power project with a total capacity of about 6,000MW (to be invested in phases).

After completing the investment memorandum of understanding, the Group’s leaders will continue to work with the province to implement the investment procedures.

Because the project implementation period is long, in the context of LNG gas prices in the world being lower than the prices of LNG gas produced in Vietnam, the Group is very concerned and expects the province to support the negotiation of electricity purchase and sale prices with the Vietnam Electricity Corporation (EVN) and commit to the reasonable LNG gas electricity cost produced by the Group. In addition, the Group also expressed the desire for the province to soon complete the procedures for the deep-water port’s investment to facilitate conditions for investors to transport raw materials and products…

Mr. Pham Gia Tuc appreciates the determination of Gulf Group to explore investment opportunities in the LNG gas project in Nam Dinh and affirms that, with the Provincial Planning for the period 2021-2030 approved by the Prime Minister (the province will announce the Planning at the Conference on March 6, 2024), Nam Dinh will be supported by the Government to create conditions for deploying the construction investment of a series of industrial parks and clusters, so the demand for electricity is very high.

The Government has approved the National Power Development Planning for the period 2021-2030, with a vision to 2050 (Power Planning VIII) and is deploying the approval of the Plan to implement Power Planning VIII. The province is actively ensuring the fastest progress in implementing related small projects, especially the progress of land handover to investors to soon implement the construction of the 500kV transmission line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) in Nam Dinh.

At the same time, the province is urgently deploying procedures to report to the Prime Minister to approve the investment policy on the construction of a comprehensive port in Nghia Hung district to ensure that ships with a tonnage of up to 300,000 tons can travel conveniently. In February 2024, Vietnam Gas Corporation (PVGas) proposed to the province to study and survey for deploying the investment in the construction of an LNG port warehouse center with a scale of supplying LNG within a radius of 200km…

Thus, Nam Dinh has met all the conditions to cooperate with the investment and development of the LNG gas power project; after the Group signs the investment memorandum of understanding with the province, the province will report to the Government and the central ministries and branches to support the cooperation and investment policy of the Group with the province. With the consistent motto in attracting investment of “determination – resolute and decisive action”, the province’s leaders commit to “walk the talk” and will support and create favorable conditions for investors to complete the project implementation procedures as soon as possible and succeed in Nam Dinh. After the investment memorandum of understanding is signed, the province will continue to work specifically with the Group to expedite the investment procedures, ensuring investment efficiency.
