Quang Yen is a coastal municipality in the southwest of Quang Ninh province; adjacent to Hai Phong City and other cities in the province, such as Ha Long, Uong Bi, and close to the international seaport of Lach Huyen, Cat Bi Airport, and Van Don Airport, so it has a large development space and strong connectivity.
According to the 2021-2030 provincial plan of Quang Ninh, with a vision until 2050, approved by the Prime Minister in Decision No. 80/QD-TTg dated February 11, 2023, Quang Yen will become a city under the jurisdiction of Quang Ninh province before 2025. In which, the construction and development of the Quang Yen coastal economic zone will be the nucleus and driving force for new growth of the Western region of the province and the key economic region of the North.
In recent years, Quang Yen has achieved positive results in attracting investment. In 2023, the town cooperated with the departments and branches of the province in investment promotion and attracted 29 new second-tier investment projects with a total investment of about 1.582 billion USD.
Currently, Quang Yen town is prioritizing investment resources for key transportation works to create attractiveness for investment in industrial zones (IZs) and complete transportation infrastructure in order to strive to make Quang Yen a city by 2025 and achieve the urban type II classification before 2030.
According to the Quang Ninh provincial electronic information portal, the Ben Rung bridge connecting road project has a total investment of nearly 360 billion VND from the provincial budget, which started construction in May 2023. The project has a scale of 2.2km long road segment, connecting point with Ben Rung bridge, ending point connecting with intersection of provincial road 338, section through Song Khoai commune (Quang Yen town). The road is designed according to the level III standard with 6 lanes, including 4 motorized lanes and 2 mixed lanes with a central divider, sidewalks, green trees, and lighting. Immediately after the Ben Rung bridge connecting Quang Ninh – Hai Phong was inaugurated on January 31, 2024, the construction units of the Ben Rung bridge connecting road (in Quang Ninh province) focused on accelerating the progress of the items.
By the end of February 2024, the construction item of K95 road reached 0.8/2.18km; constructed 5/10 types of culverts, reaching 50% of the volume; completed part of the road base to be used as a public service road along the 1.3km route. Currently, the contractor is focusing on handling weak soil foundation. For the intersection connecting with provincial road 338, the construction items of road branches and culverts have been deployed. The investor has also closely coordinated with Quang Yen town and relevant agencies to concentrate on solving problems related to land, reporting to the provincial People’s Committee to direct the arrangement of land filling materials, striving to ensure progress in accordance with the set plan. The investor strives to complete this project in the second quarter of 2024.
The project’s utilization has important significance for Quang Ninh province and Hai Phong City in meeting the target of enhancing transportation capacity, creating a system of interregional transportation connections. In particular, the synchronously connected project with the riverside road will meet the transportation needs between industrial zones, economic zones, and serve the travel needs of the people in the area. Besides, it will exploit the land potential between the two areas, expand new development space, and develop tourism.
Along with the investment in the Ben Rung bridge connecting road project, currently, many key projects are being implemented in Quang Yen town, such as: Ha Long Xanh intersection; Dam Nha Mac intersection; riverside road connecting Hạ Long – Hai Phong expressway to Dong Trieu town. In the past 3 years, the town has focused resources and utilized provincial funds to improve and upgrade provincial road 331B; extended provincial road 338; connected provincial road 331 to provincial road 338; connected from Chợ Rộc intersection to Phong Hai intersection…
To continue making breakthroughs in transportation infrastructure, Quang Yen town has developed a plan to develop key transportation infrastructure in the area until 2025, with a vision to 2030.
According to the plan, the total number of proposed road infrastructure projects for investment by the end of 2030 is 118. In which, during the period of 2024-2025, there are 42 projects, and during the period of 2026-2030, there are 76 projects (road traffic projects and port projects, wharves, waterways). The total investment capital demand is over 11,000 billion VND. The implementation time is from 2024 to 2030.
