On March 8th in Ha Long, the Vietnam Leading Enterprises Council held its annual conference.
The Council was established by the Executive Board of the Vietnam Chamber of Commerce and Industry (VCCI) as stated in the Decision No. 0716 /PTM-BTT dated April 25, 2023, by the Chairman of VCCI. Up to now, the Council has 21 members, including the leading Vietnamese businesses.

The Council was established with the vision of developing the leading Vietnamese businesses as pillars in building a strong business community and a prosperous nation.
The mission of the Council is to gather, support, and promote the development of the leading Vietnamese businesses, creating a team of businesses that lead the industries and contribute to the building of an independent, self-reliant, and internationally integrated Vietnamese economy.
The Council is an agency of the VCCI Executive Board, with the function of gathering, connecting, and promoting the development of large and leading businesses in Vietnam, expanding domestic and international cooperation, leveraging the role of industry-leading businesses in the development of industries, localities, leading businesses in the industry, participating in the development of the business community, and contributing to the building of an independent, self-reliant, internationally integrated, and sustainable Vietnamese economy.
The tasks of the Council are to research and propose new policies, with breakthrough ideas, to form and develop a large-scale leading national business force, that plays a leading role in key sectors and crucial fields, with an important position in global supply chains and value chains, mastering industrial and agricultural value chains, and contributing to the development of the business community in general.
At the same time, the Council gathers, connects, and supports the strong development of the leading Vietnamese businesses through communication activities, trade and investment promotion, sharing experiences in value chain creation, research and development, and collaboration with foreign direct investment (FDI) businesses and businesses in the supply chain.
The Council also conducts research, proposes and implements leading and support activities for the industry supply chain and small and medium-sized enterprises in the industry.
In particular, it advises the Party, the State, and the VCCI Executive Board on building an investment and business-friendly environment that is safe for businesses. It also proposes solutions and policies for the development of economic sectors and national key areas in order to build an independent, self-reliant, and internationally integrated Vietnamese economy.
Orienting and encouraging large and leading businesses to build the business culture of the industry and the businesses, contributing to the construction and promotion of business ethics, Vietnamese business culture in the new era.
Organizing advanced training programs exclusively for the leaders of leading businesses in Vietnam.
Speaking at the meeting, Mr. Pham Tan Cong, Chairman of VCCI and Chairman of the Vietnam Leading Enterprises Council, emphasized that in 2023, when the Council was officially launched under the witness of the State President Vo Van Thuong, we already had a plan, vision, and direction for the development of leading Vietnamese businesses.
When the Council was established, Resolution No. 41-NQ/TW had not been issued yet. Until today’s meeting (March 8th, 2024), Resolution 41 has set forth a clear development strategy for the team of Vietnamese entrepreneurs and businesses.
Specifically, by 2030, the aim is to have more and more businesses reaching the regional level, some businesses reaching the global level, some large businesses playing a leading role in key sectors and fields, some businesses holding an important position in global supply chains and value chains, mastering the agriculture-industry value chain, having international competitiveness in foundational industries and agriculture, and prioritizing and spearheading certain industries. Especially, the vision is for Vietnam to have businesses with global brands, leading global value chains by 2045.
“This means that the Party has a very clear direction in building the team of leading businesses. This has been officially recognized, so we can confidently implement it in line with the Party’s guidelines and policies, with high support from the Party and the Government,” emphasized Mr. Cong.
Therefore, at the Council’s meeting, discussions and agreements will cover various aspects, including the chosen tasks, operational methods, and available resources. According to this, the Council will operate according to the scaled-down model of Keidanren in Japan… The goal is to build a united, sharing, exemplary Council that leads the development of industries in the economy.
The Council has set forth 5 major directions:
First: Consultation on the Party’s and the State’s strategy for building and developing the national economy.
Second: Consultation on the economic development strategies and strategies for the development of special industries, key economic sectors.
Third: Promoting the development of the Council’s members, connecting members with each other and with the domestic and international business community.
Fourth: Strengthening communication activities to create social consensus and support for large businesses.
Fifth: Building a cohesive community through member care programs, advanced training for the next generations, designing suitable training programs, and cultural exchanges.
