32 Central Government Agencies Still Haven’t Disbursed Public Investment: Ministry of Finance

The Ministry of Finance has announced that the total disbursement of public investment capital nationwide until the end of February is over VND 59,998 billion, reaching 8.7% of the total capital plan and 9.13% of the plan assigned by the Prime Minister.

According to the Ministry of Finance, there are 4 central ministries, agencies, and 38 localities with good disbursement rates, reaching above the national average, such as Vietnam Television (34.92%); Ministry of Construction (32%); Vietnam Women’s Union (27.83%); Hau Giang province (over 30%); Tien Giang province (over 27%). Vinh Phuc, Tuyen Quang, and Hoa Binh provinces have all achieved disbursement rates of over 21%… However, there are still 32 central ministries and agencies with a disbursement rate of 0%; and 6 localities with a low disbursement rate of below 5%.

The Ministry of Finance stated that there are still many obstacles that have prevented disbursement from meeting expectations, such as difficulties related to fund allocation. Currently, there is about 25,291 billion VND that has not been allocated in detail, accounting for 3.85% of the Prime Minister’s assigned plan. Among this amount, funds from the central budget have not been allocated mainly for projects that are in the process of completing investment procedures. This relatively large amount of funds has affected the disbursement rate in the early months of the year.

In addition, February coincided with the Lunar New Year holiday, and central ministries, agencies, and localities were also reviewing to consolidate the extended implementation timeframe.

Regarding the obstacles to national key projects, according to reports from the Ministry of Transport and localities, the progress of land clearance in some projects is slower than the requirements of the Government and the Prime Minister. In addition, the construction materials for execution and the simultaneous implementation of many major transportation projects in the same area have led to a scarcity of construction materials during the construction process, especially soil, sand, stone… for projects in the Mekong Delta region. The implementation of the conventional mechanism for exploiting construction materials still faces many difficulties and obstacles…

Regarding obstacles related to national target programs, the report from the Ministry of Finance shows that the completion of the management system and organization for implementing national target programs from central to local levels is still slow, untimely, and lacks consistency, greatly affecting the implementation of various stages from allocation, planning, implementation, and disbursement of funds in central ministries, agencies, and localities. Up to now, there are still some mechanisms at the central level that have not been issued, leading to confusion in implementation at the local level.

In order to facilitate disbursement of public investment capital in 2024, achieving the target disbursement rate of 95% set by the Prime Minister, the Ministry of Finance proposes that the Ministry of Planning and Investment urgently coordinate with the Ministry of Transport, the Ministry of Agriculture and Rural Development, and the Ministry of Labor – Invalids and Social Affairs to inspect and conclude the work of agencies not being investors, responsible for organizing projects in accordance with the regulations on construction and public investment laws and the state budget.

In addition, the Ministry of Finance also proposes that central ministries, agencies, and localities continue to deploy Working Teams to inspect, urge, resolve difficulties, and remove obstacles to promote fund disbursement for investment in central ministries, agencies, and localities; urge the situation of production, business, public investment, infrastructure construction, and import-export activities in accordance with the decisions of the Prime Minister.
