This morning, March 16, Prime Minister Pham Minh Chinh chaired a conference to remove difficulties and promote the development of social housing.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the development of social housing, housing for workers, is both one of the pillars of social security policies and an effective solution to promote socio-economic development.

The Prime Minister stated that our Party and State have identified building and developing the country based on 3 pillars (building a socialist democratic society, building a socialist rule-of-law state, and developing a market-oriented socialist-oriented economy). The consistent viewpoint takes human beings as the center, the subject, the goal, the motivation, and the resources for development, not sacrificing progress, fairness, social security, and the environment to pure growth.

According to the Prime Minister, housing is one of the 3 pillars of social welfare, “settling down is the prerequisite for finding a job”, citizens have the right to have a legal place to reside.

Will continue to launch a campaign to demolish makeshift and dilapidated houses nationwide

Almost a year ago, on April 3, 2023, the Prime Minister issued Decision No. 388 / QD-TTg approving the Project “Investment in the construction of at least 1 million social housing apartments for low-income earners, workers in industrial zones, and export processing zones in the period 2021 – 2030”. The State Bank of Vietnam has proposed and implemented a preferential credit package worth 120 trillion VND to support the development of social housing. In the coming time, the Prime Minister will continue to launch a campaign to demolish makeshift and dilapidated houses nationwide.

The Prime Minister stressed that the development of social housing is consistent with the Party’s policies, the national cultural and historical traditions, and social ethics. Vietnamese people always help and support one another.

The Prime Minister highlighted some preferential mechanisms for social housing projects such as being allocated up to 20% of the total land area for the construction of infrastructure, services, and commercial houses; being exempted from land use fees and land lease fees for the entire project area; investors do not have to go through land price determination procedures; access to loans at preferential interest rates; relaxing residency requirements for homebuyers and tenants of social housing; additional policies on dormitories for workers in industrial zones and housing for armed forces…

In recent times, the development of social housing has shown positive changes, with ministries, localities, banks, businesses making efforts and achievements. However, the requirements have not been met yet.

The Prime Minister requested the delegates to focus on discussing and clarifying what has been achieved and what has not, the objective and subjective reasons, the lessons learned, the critical issues that need to be addressed, and the proposals and recommendations to the Government, the Ministry of Construction, and other ministries, departments, and localities.

Carefully handle each task

In his speech, the Prime Minister raised the question: “Has the mechanism and policy been right and accurate? If the mechanism and policy are right and accurate but have not been implemented, what are the subjective and objective reasons, how to resolve them, what each entity needs to do. All relevant entities, each person, each organization according to their functions, tasks, and powers must fully exert their abilities, responsibilities in this work and promote social ethics following the national cultural and historical traditions of “sharing joys and sorrows”.”

“To achieve the set goal, party committees, authorities, the state, the people, and businesses must all participate, put themselves in others’ shoes, “in me, there is you, in you, there is me,” put themselves in the position of those who have no housing to take action,” said the Prime Minister.

The Prime Minister emphasized the role of grassroots levels – the closest to the people, the “harmonious benefits, shared risks, and the mobilization of the power of the people”, demanding that work must focus on key issues, which work is completed and how it is completed in the development of social housing.
