On March 22, the Binh Thuan Provincial People’s Council, Term XI, held its 21st session (special session). Attending the session were Doan Anh Dung, Chairman of the Binh Thuan Provincial People’s Committee; Phan Van Dang, Deputy Standing Chairman of the Binh Thuan Provincial People’s Committee; Nguyen Minh, Deputy Chairman of the Binh Thuan Provincial People’s Committee; representatives of the Vietnamese Fatherland Front Committee of Binh Thuan Province; relevant departments, sectors, and localities; and 40/49 delegates of the Provincial People’s Council, Term XI.
In his opening remarks, Nguyen Hoai Anh, Chairman of the Binh Thuan Provincial People’s Council, emphasized that with a spirit of innovation, improving the quality and effectiveness of operations, and working hand in hand with the Provincial People’s Committee to ensure the progress and efficiency of leadership, management, and organization of the implementation of political tasks and state management in various sectors and fields, the 21st session (special session) would review and decide on a number of important contents within its competence as prescribed by law.
In order for the resolutions of the Binh Thuan Provincial People’s Council to best meet the requirements of practice, the province’s resource allocation capacity, and comply with the provisions of current law, the Chairman of the Binh Thuan Provincial People’s Council requested that delegates of the Provincial People’s Council focus on research, discussion, and mobilize maximum collective intelligence into the policies of the Provincial People’s Council, meeting the expectations of voters and the people of the province.
At the session, the delegates approved the resolutions on the planning tasks for the construction of three general tourism areas, including Tan Thuan – Tan Thanh Coastal Tourism Area (Ham Thuan Nam District), Tan Thang – Thang Hai Coastal Tourism Area (Ham Tan District), and Co Thach – Binh Thanh Tourism Area (Tuy Phong District).
Specifically, Tan Thang – Thang Hai Coastal Tourism Area is bordered to the east by the East Sea and Son My Commune, to the west by Xuyen Moc District (Ba Ria – Vung Tau Province), to the south by the East Sea, and to the north by residential land and production land of Tan Thang – Thang Hai Commune.
The Tan Thang – Thang Hai Coastal Tourism Area covers an area of approximately 2,421 hectares. By 2042, the projected population, workforce, and number of tourists are estimated to be 46,180 people.
The nature of Tan Thang – Thang Hai Coastal Tourism Area is a tourism area developing various types of tourism, trade, services, and residential areas, with a focus on tourism, contributing to creating a driving force for socio-economic development for the coastal area of Tan Thang – Thang Hai, Ham Tan District.
Co Thach – Binh Thanh Tourism Area is bordered to the east by the East Sea, to the west by Chi Cong Commune, to the south by the East Sea, and to the north by the remaining area of Binh Thanh Commune.
Co Thach – Binh Thanh Tourism Area covers an area of approximately 1,036 hectares. By 2042, the projected population, workforce, and number of tourists are estimated to be 28,412 people. In the future, Co Thach – Binh Thanh Tourism Area will be a tourism area developing various types of tourism, trade, services, and residential areas, with a focus on tourism, contributing to creating a driving force for socio-economic development for the coastal area of Co Thach – Binh Thanh, Tuy Phong District.
The Tan Thuan – Tan Thanh Coastal Tourism Area has boundaries including: to the north by DT.719 Road, to the east by Thuan Quy Commune (Ham Thuan Nam District) and the East Sea, to the west by Tan Hai Commune (La Gi Town), and to the south by the East Sea.
The Tan Thuan – Tan Thanh Coastal Tourism Area covers an area of approximately 1,625 hectares, including 1,340 hectares in the Tan Thanh coastal area and nearly 285 hectares in the Tan Thuan coastal area. By 2042, the projected population, workforce, and number of tourists are estimated to be 62,500 people.
After being approved, the Tan Thuan – Tan Thanh Coastal Tourism Area will be a tourism area developing various types of tourism, trade, services, and residential areas, with a focus on tourism, contributing to creating a driving force for socio-economic development for the coastal area of Tan Thuan – Tan Thanh, Ham Thuan Nam District.
According to the Binh Thuan Provincial People’s Council, the approval of the planning tasks for the construction of three general tourism areas will specify the development plans for the tourism areas according to the approved Provincial Planning for the period 2021 – 2030, with a vision to 2050. Research and development of land use planning and a comprehensive technical infrastructure system, in line with the reality and development needs of the region.
At the same time, making rational use of land resources, planning, preserving, and developing the advantages of natural landscapes, protecting the coastal environment, and proposing harmonious and suitable architectural forms to attract tourists to visit, have fun, and relax.
This plan also serves as a basis for managing land , managing investment projects, and attracting investment with the goal of developing coastal areas with special characteristics for tourism, trade, services, etc., contributing positively to the socio-economic development of the locality. It serves as a basis for the establishment of construction zoning plans, detailed construction plans, investment construction projects, and the implementation of construction investment in accordance with the approved plan.
The Binh Thuan Provincial People’s Council assigned the Provincial People’s Committee to implement this Resolution in accordance with the provisions of the law. The Standing Committee of the Provincial People’s Council, the Committees of the Provincial People’s Council, the Delegations of the Provincial People’s Council, and the delegates of the Binh Thuan Provincial People’s Council shall supervise the implementation of this Resolution.
At this session, the Binh Thuan Provincial People’s Council will review and approve the land price adjustment coefficient for 2024 in the locality, which will serve as a basis for determining specific land prices in accordance with the provisions of the law, in order to meet the socio-economic development requirements of the locality. In addition, at the session, the Provincial People’s Council will also focus on reviewing and repealing the resolutions of the Provincial People’s Council that are no longer in accordance with the regulations, and allocating central budget investment capital in 2024 for the implementation of the National Target Program on Sustainable Poverty Reduction in the locality.
