How to expeditiously build temporary rest stops along the North-South highway?

Following the Prime Minister's instructions, Project Management Boards - Ministry of Transport are urgently building rest stops and temporary toilets to serve people during the April 30 - May 1 holiday and the summer tourist season.

Speaking to Tien Phong, Mr. Nguyen Vu Quy – Director of the Ho Chi Minh City Road Project Management Board – stated that following the instructions of the Prime Minister and the Ministry of Transport ( MoT), the unit is rushing to build temporary rest stops on the highways to serve people during the April 30th holiday.

According to Mr. Quy, the Board has consulted with the Traffic Police Department and the management unit. Accordingly, on the Cam Lo – La Son highway, a temporary rest area will be set up on the left side of the route (from South to North) at Km64+100 to Km64+400. On the opposite side, it will be located at Km77+550 to Km77+900.

On the Nha Trang – Cam Lam highway, the temporary rest stop will be located at Km51 on both sides of the route. “The consulting unit is finalizing the design and mobilizing human resources to complete the installation gradually. The target is to complete the rest stop before April 26-27 to serve the people in time,” said Mr. Quy.

Mr. Ho Ngoc Loan – Deputy Director of Thang Long Project Management Board – said that some highways such as Mai Son – National Highway 45 and Cao Bo – Mai Son, managed by the Board, have been put into operation for a long time with a high volume of traffic. However, due to difficulties in the bidding process to select investors, rest stops have not been implemented yet.

After receiving feedback from the public, the Board agreed with the locality to build temporary rest stops on these two highways. To date, the Mai Son – National Highway 45 has a temporary rest stop at Km329+700 (Dong Hoa commune, Dong Son district, Thanh Hoa province).

Specifically, the rest stop on the right side of the route has a total area of nearly 40,000 m2, while the one on the left side has a total area of over 32,400 m2 with a closed toilet system, built with an enclosing wall on the outside and mobile toilets inside.

Meanwhile, on the Cao Bo – Mai Son highway, the temporary rest stop is being built in Xuan Khiem (Km329+700).

According to Mr. Loan, the capital for constructing the temporary rest stop is partly taken from the budget to level the ground, build toilets, and some other items. When the official rest stop is built in the future, these items can be utilized.

Regarding the Phan Thiet – Dau Giay highway, Mr. Loan said that it is planned to locate the temporary stop at Km47+000 (border between Binh Thuan and Dong Nai provinces). This location has been cleared, with an area of about 2 hectares on each side.

The representative of Project Management Board 7 (investor of Vinh Hao – Phan Thiet highway) said that they are urgently carrying out the above tasks and will complete them before the holiday. Accordingly, the left side of the Vinh Hao – Phan Thiet highway (from South to North) will be located on the cleared land at Km199.

The right side of the route, due to the lack of land, will have signposts to guide people to the existing rest stop of the locality on National Highway 28 (Ham Thuan Bac district, Binh Thuan).

The Directorate for Roads of Vietnam said that it has instructed the Project Management Boards on the necessary procedures to connect the temporary rest areas to the highways and add traffic safety systems to ensure safety for vehicles entering and leaving the temporary rest areas.

To meet the completion schedule, the Directorate requested the project management boards to urgently implement the proposed temporary rest stop locations, connect them according to regulations, and add traffic safety systems to absolutely ensure safety for vehicles entering and leaving.

“The project management boards will survey the locations of rest stops and gas stations on the routes connecting to the highways to record their coordinates, directions, distances, names, etc., and cooperate with relevant agencies and units to take measures to inform and guide the public for use in the immediate future. These tasks must be completed before April 27,” the Directorate for Roads of Vietnam required.

Earlier, the Prime Minister issued Official Dispatch No. 36 on ensuring order and traffic safety to serve the travel needs of people during the April 30th and May 1st holidays and the 2024 summer tourist season. In the dispatch, the Prime Minister requested the MoT to direct relevant units to immediately arrange temporary rest stops on highways to meet the needs of the people.
