The Ministry of Natural Resources and Environment continues to further strengthen the role, responsibility and political determination of the heads of agencies and units in directing and implementing the tasks of administrative reform; continue to strengthen discipline, discipline, and innovate working methods associated with the application of digital technology to ensure the common goals of the Comprehensive Program of State Administrative Reform for the 2021-2030 period.

完善完善Natural Resources and Environment laws and regulations, remove barriers, improve the investment and business environment, create the best conditions for people and businesses to move towards building an administrative foundation for the Natural Resources and Environment sector to serve, eliminate the “request – grant” mechanism, and harassment, authoritarianism, bureaucracy, and detachment from reality in each cadre and civil servant.

The Natural Resources and Environment sector builds a modern civil service, with a team of professional cadres, civil servants, and officials who are proficient in professional expertise and have good morals and qualities to meet the requirements of a digital administration.

The sector focuses on developing and modernizing digital infrastructure, digital platforms, and ensuring information security, building a database on natural resources and the environment; promoting the comprehensive deployment of online public services; completing the administrative procedure settlement system, connecting shared databases, providing full online public services to handle administrative procedures related to citizens, administrative procedures. The sector strives to continue standardizing, simplifying, and reducing the number of documents required to settle administrative procedures and to provide 100% of end-to-end online public services that are eligible and connected to the National Public Service Portal. To improve and strengthen the interaction mechanism between central and local levels, Ministries, and units under the Ministry, Businesses, towards the satisfaction of people, businesses.

With the political determination, the determination in the direction and direction of the Minister, Deputy Minister, and heads of units, the administrative reform work of the Ministry of Natural Resources and Environment has been comprehensively assessed by the Steering Committee for Administrative Reform of the Government. Of the results achieved in the first quarter of 2024, the administrative reform work of the Ministry of Natural Resources and Environment was highly appreciated. At the Conference on announcing the 2023 Administrative Reform Index (PAR INDEX 2023) of ministries, ministerial-level agencies, and People’s Committees of provinces and centrally-run cities. The Steering Committee for Administrative Reform of the Government announced that the Administrative Reform Index for 2023 of the Ministry of Natural Resources and Environment was 87.01 points (ranked 5th out of 17 ministries, ministerial-level agencies, up one rank compared to 2022).

Accordingly, there are areas of the Ministry of Natural Resources and Environment that are highly appreciated: The field of administrative procedure reform reached 11.15/12.5 points; the field of administrative organization reform reached 7/7 points; the field of civil service reform: 8.5/8.5 points. In terms of the social survey, the quality of the Ministry’s direction and administration of administrative reform was 1.81/2 points; the quality of administrative procedure regulations: 3.11/4 points…
