The Western Belt Road of Da Nang is more than 19 km long, starting at the junction with Highway 14B in Hoa Khuong Commune, Hoa Vang District, and ending at the main road of the Concentrated IT Park. The project has a total investment of nearly 1,500 billion VND, with a project implementation period from 2017 to 2020. After many extensions, the project has still not been completed.
The reason for the project’s slow progress was the inadequate capacity of the construction contractor (Cienco 1). The contractor’s bid price was low (reduced by 31% of the bid package price), and the fluctuating prices of materials and fuel made it difficult for the contractor to mobilize enough capital to disburse to the material, equipment, and labor suppliers, leading to delays in mobilizing resources for construction. The investor forced the contractor to transfer the project to Truong Son Company for continued construction.
The project was further extended to the end of December 2023, and the main route had to be opened to traffic. However, at that time, heavy rains caused serious landslides that lasted for hundreds of meters, and the treatment has only recently been basically completed.
Mr. Nguyen Minh Huy, Director of the Project Management Board for the Construction of Traffic Works in Da Nang City, the project investor, said that by April 27, the remaining items would be completed. The unit has sent a document requesting the opinion of the city’s leaders on the inauguration date and technical traffic opening during the upcoming holidays.
“Yesterday, April 23, the most difficult part, the construction of the concrete roadbed through the landslide section, was basically completed. At 6 am this morning, the construction of the main route was completely finished. From now until April 30, the Board is directing the contractor to complete the sidewalk curbs to ensure aesthetics; complete the curbstone bundles for the section where the roadbed has just been completed; and paint the road markings in line with the traffic signs to facilitate traffic organization. If the city decides to implement the technical traffic opening and inauguration on the upcoming 30/4 and 1/5 holidays, the Board and the contractor will be determined to complete it,” Mr. Huy said.
