The event was chaired by the Ministry of Transport in coordination with the provinces of Nghe An, Khanh Hoa, Ninh Thuan, and Binh Thuan, organized in an online format from the main venue in Ninh Thuan province to the venue in Nghe An province.
Also attending the inauguration ceremony at the venues were the following Central Party Committee members: Deputy Prime Minister Tran Hong Ha, Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Senior Lieutenant General Vo Minh Luong, Deputy Minister of National Defense, Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy, Secretary of the Ninh Thuan Provincial Party Committee Nguyen Duc Thanh, Secretary of the Khanh Hoa Provincial Party Committee Nguyen Hai Ninh; leaders of various ministries, sectors, and localities.
The project to construct several sections of the North-South Expressway in the 2017-2020 period has a total length of 654 km, divided into 11 component projects (3 PPP investment projects and 8 public investment projects).
To date, the country has completed and put into operation 9 component projects with a total length of 525 km, including: the Cao Bo-Mai Son section (15 km); Mai Son-QL45 (63 km); QL45-Nghi Son (43 km); Nghi Son-Dien Chau (50 km); Cam Lo-La Son (98 km); Nha Trang-Cam Lam (49 km PPP project); Vinh Hao-Phan Thiet (101 km); Phan Thiet-Dau Giay (99 km); and My Thuan 2 Bridge and the two approach roads (7 km).
With the two PPP projects Dien Chau-Bai Vot and Cam Lam-Vinh Hao inaugurated, the total length of expressway put into operation to date is 634 km.
The Cam Lam-Vinh Hao Project
is 79 km long, with a total investment of VND 8,925 billion; of which, the investor’s capital is approximately VND 3,786 billion; and the state capital invested in the project is approximately VND 5,139 billion. The project is implemented by a consortium of Deo Ca Group, Deo Ca Construction Company, and Investment and Construction Corporation 194.
In the initial phase, the project is invested with a four-lane cross-section, a roadbed width of 17 m, and an operating speed of 90 km/h. In the completion phase, the project is designed to meet expressway standards, with a design speed of 100-120 km/h.
Cam Lam-Vinh Hao is the final section of expressway connecting Ho Chi Minh City to Nha Trang, along with the four sections completed previously, helping to reduce the travel time for this segment to only 4-5 hours, half the time compared to traveling on National Highway 1.

Dien Chau-Bai Vot project
, it is 49.3 km long, with a total project investment of over VND 11,157 billion, the investor’s capital is approximately VND 5,090 billion; and the state capital invested in the project is approximately VND 6,067 billion.
In the initial phase, the project is invested with a four-lane scale, a roadbed width of 17 m. In the completion phase, the project is designed with a design speed of 100-120 km/h, while the Than Vu Tunnel has a design speed of 80 km/h.
