The Political Bureau Proposes Central Committee Consider Disciplinary Action for Le Thanh Hai

The Politburo has proposed that the Party Central Committee consider disciplinary action against Mr. Le Thanh Hai, former Politburo member, former Secretary of the Municipal Party Committee, and former Chairman of the People's Committee of Ho Chi Minh City. In a separate decision, the Politburo has decided to issue a warning to the Executive Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term.

Former Secretary of the Ho Chi Minh City Party Committee Le Thanh Hai and former Chairman of the Ho Chi Minh City People’s Committee Le Hoang Quan

On May 14, at the Headquarters of the Party Central Committee, the Politburo and the Secretariat considered and decided to discipline organizations and members with violations and shortcomings.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat acknowledged that:

The Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term violated the principles of democracy and the regulations of the Party and its Working Rules. They neglected their responsibilities and loosened their leadership and direction, and failed to inspect and supervise, resulting in numerous violations and shortcomings in the state management of land, finance, assets, investment, planning, and construction in the city. These issues have persisted over the years, leading to severe consequences.

The violations by the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term pose a high risk of significant loss and waste of state funds and assets and have led to several criminal cases, including very serious ones. Many party organizations, officials, and members have been disciplined or criminally handled, causing public dissatisfaction and negatively affecting the reputation of the Party and the city government.

Mr. Le Thanh Hai, former Politburo member, Secretary of the Ho Chi Minh City Party Committee, Secretary of the Party Civil Affairs Committee, and Chairman of the Ho Chi Minh City People’s Committee, violated the principles of democracy and the Party’s regulations, state laws, the Party members’ code of conduct, and the Working Rules.

Mr. Le Thanh Hai was irresponsible and negligent in his leadership and direction, resulting in numerous violations and shortcomings in the Party Committee and the city government. This has led to very severe consequences, with a high risk of significant loss and waste of state funds and assets. Many criminal cases have occurred, including a very serious one, and many officials and members have violated the law, been disciplined, or criminally handled. This has caused negative public opinion and dissatisfaction, severely affecting the reputation of the Party and the city government.

Messrs. Le Hoang Quan and Nguyen Thanh Phong, former members of the Central Committee, Deputy Secretaries of the Ho Chi Minh City Party Committee, Secretaries of the Party Civil Affairs Committee, and Chairmen of the Ho Chi Minh City People’s Committee, violated the principles of democracy and the Party’s regulations, state laws, the Party members’ code of conduct, and the Working Rules.

These violations have resulted in “severe consequences, with a high risk of significant loss and waste of state funds and assets. They have also led to several serious and very serious criminal cases. Many party organizations, officials, and members have been disciplined or criminally handled, causing public dissatisfaction and reducing the reputation of the Party and the city government.”

Based on the content, nature, extent, consequences, and causes of the violations of the organizations and individuals mentioned above, and in accordance with the Party’s regulations on disciplining violating organizations and members, the Politburo decided to discipline the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term and Messrs. Le Hoang Quan and Nguyen Thanh Phong with a warning. At the same time, the Politburo proposed that the Party Central Committee consider disciplining Mr. Le Thanh Hai.

Previously, the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term and Messrs. Le Thanh Hai, Le Hoang Quan, and Nguyen Thanh Phong were proposed by the Central Inspection Commission to be considered for discipline by the competent authority. According to the Central Inspection Agency, the Party Civil Affairs Committee of the Ho Chi Minh City People’s Committee for the 2011-2016 and 2016-2021 terms violated regulations in projects by Van Thinh Phat and packages and projects implemented by AIC. Many party organizations and members have been disciplined or criminally handled.

Mr. Le Thanh Hai, 74, a native of Tien Giang province, was a member of the Politburo during the 10th and 11th tenures and a member of the Central Committee during the 9th to 11th tenures. His career has been associated with Ho Chi Minh City, where he held various leadership positions, including Vice Chairman and Chairman of the City People’s Committee and Secretary of the City Party Committee for two consecutive terms from 2005 to 2015.

In March 2020, Mr. Le Thanh Hai was removed from the position of former Secretary of the Ho Chi Minh City Party Committee for the 2010-2015 term due to his primary responsibility for the violations and shortcomings of the Standing Committee and the Standing Board of the City Party Committee for the 2010-2015 term in leading and directing the investment in the new urban area of Thu Thiem.
