5 Major Issues Raised by Voters and the Public to the National Assembly

On Monday, May 20, at the opening of the 7th session of the 15th National Assembly, Mr. Do Van Chien, a member of the Party Central Committee and President of the Vietnam Fatherland Front Central Committee, presented a synthesis report of voters' opinions and recommendations for the session.

Prices of essential goods remain high while wages have not increased

The report clearly states that: In the context of complex and rapidly changing global developments, which have significantly impacted the country’s socio-economic development, voters and the people highly appreciate the Party and the State, led by General Secretary Nguyen Phu Trong, for their timely and comprehensive direction on important national issues. The people’s trust in the Party and the State continues to be strengthened and enhanced.

Regarding economic recovery and development, voters and the people are delighted and encouraged by the fact that the country’s GDP in the first quarter of 2024 increased by over 5.6% compared to the same period in 2023, the highest in the last four years. The country’s major balances have been ensured, basically maintaining the value of the Vietnamese dong. The progress of key national projects in transportation and electricity, especially the high-speed road projects, has been accelerated. Active efforts have been made to remove difficulties and promote the recovery of 12 loss-making investment projects, some of which have now become profitable. Tax revenue has met and exceeded plans, and there has been a positive shift in the disbursement of public investment capital.

While industrial and service production faces challenges and some supply chains have been disrupted, the nearly 3% growth in the agricultural sector compared to the same period is a notable achievement and truly serves as a pillar of the economy during difficult times. The Party and the State, directly through the Government and the Prime Minister, have always paid attention to timely and harmoniously addressing emerging issues related to the people’s interests, creating a high consensus in carrying out economic development tasks and ensuring social welfare.

However, voters and the people are still concerned about the number of businesses that have ceased operations or temporarily suspended their activities, which has not shown a downward trend. There has been an increase in the number of workers who have been laid off, taken leave, or withdrawn their social insurance once. Prices of fertilizers, pesticides, electricity, and airfare continue to rise, and the consumption of agricultural, forestry, and aquatic products remains challenging. The recovery of the tourism industry is not yet stable, and the implementation of the three National Target Programs is still slow. Prices of essential goods remain high while wages have not increased, which has somewhat affected the lives of workers, salaried employees, and those with unstable incomes.

Concerns about the shortage of medical supplies and equipment for diagnosis and treatment

In the field of culture and society, voters and the people acknowledge that the education sector has paid attention to listening to diverse opinions and making necessary adjustments to mechanisms, policies, and personnel arrangements. Initial solutions have been proposed to overcome difficulties and stabilize and develop preschool education. However, voters and the people are still concerned about the limited capacity to meet the high demand for public schools, and the lack of vocational training opportunities that meet the employment needs of young people, especially in rural, remote, and ethnic minority areas.

Voters and the people highly appreciate the efforts of the health sector in actively advising and improving the health sector’s institutions, gradually enhancing the effectiveness of state management in the fields of healthcare, diagnosis and treatment, and people’s health care. Continuing to consolidate, improve, and enhance the quality of operations of grassroots-level medical facilities; some long-standing obstacles and problems have been gradually resolved, and medical staff and health workers are more reassured in their work.

At the same time, voters and the people are still concerned about the shortage of some medical supplies, equipment, and facilities for diagnosis and treatment. The quality of healthcare at the grassroots level remains low, and there is still overcrowding at central-level hospitals. The list of health insurance drugs is inadequate and does not truly serve as a guarantee for people when they seek medical treatment.

Regarding security, order, and social safety, voters and the people recognize and highly appreciate the results of ensuring national security and social order and safety, contributing to the political tasks and socio-economic development of the country. Voters and the people strongly agree with and welcome the firm control of blood alcohol concentration to prevent traffic accidents.

However, voters and the people believe that there are still complex factors related to security in cyberspace, and there are still some serious traffic and work accidents that cause deaths and injuries. The risk of fire and explosion remains high.

In the field of land, environmental protection, and disaster prevention, voters and the people, including overseas Vietnamese and international organizations, highly appreciate the efforts of the Party, State, National Assembly, Government, ministries, and localities in listening to the opinions of businesses and the people, synthesizing, analyzing, and refining to pass the Land Law (amended), basically meeting practical requirements. However, voters and the people are still concerned about extreme weather conditions, heat waves, droughts, saltwater intrusion, and water shortages for production and daily life, especially in mountainous, Central Highlands, and Mekong Delta regions; and landslides in mountainous areas and along rivers and streams in the Northwest region…

No forbidden zones in the fight against corruption and negativity

Regarding the work of corruption, negativity, and waste prevention, voters and the people highly appreciate the achievements in the fight against corruption and negativity under the leadership of the Party, with General Secretary Nguyen Phu Trong as the head of the Central Steering Committee for Corruption and Negativity Prevention. This work has continued to achieve important and comprehensive results, with “saying goes with doing”, and there are really no forbidden zones and no exceptions, no matter who they are. The competent authorities not only handle violations in a timely and strict manner but also with reason and emotion, and recover a large amount of property for the State. The activities of the Provincial-level Steering Committees for Corruption and Negativity Prevention have initially achieved some remarkable results.

Voters and the people agree and support the Party and the State in promptly handling some senior officials who have violated the things that party members are not allowed to do and the responsibility to set an example to stop performing the assigned tasks; at the same time, they are very confident that the Party and the State will “never stop” in this arduous and complex fight.

Voters and the people appreciate the efforts of the Home Affairs sector in preparing the conditions for the reform of the salary policy from July 1, 2024. The Ministry of Home Affairs has paid attention to listening to the opinions of voters and the people to make necessary adjustments in organizing and arranging administrative units at the district and communal levels for the period of 2023 – 2030… The work of receiving people and resolving the opinions and recommendations of voters and the people in many localities has improved after the supervision of the National Assembly, the Vietnam Fatherland Front, and the People’s Councils at all levels, and the rate of settling complaints and denunciations has been quite high.

However, voters and the people are still concerned about the fact that in some localities, the implementation of policies for commune-level officials, public employees, and non-specialized staff who no longer hold positions has not been timely. Some assets after the merger have not been used effectively, and administrative discipline has not been strict in some places and in some cases. There are still some administrative procedures that are no longer suitable but have not been amended, supplemented, or replaced in a timely manner, causing difficulties for businesses and people.

Removing difficulties to limit businesses from leaving the market

The report presented by Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, clearly states that: In the current context and situation, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes to the Party and the State to further strengthen information and propaganda, unify awareness, and create a higher consensus among officials, public employees, and employees, especially among the people, about the guidelines for economic development, solving social issues, building and rectifying the Party, and preventing corruption and negativity… Timely detection and strict handling of organizations and individuals who take advantage of democracy, distort the truth, and cause “noise” in information, especially “ugly and toxic” information, “defaming” and affecting the prestige of organizations and individuals. leaders, affecting the common cause of the Party, State, and people.

The Presidium of the Central Committee of the Vietnam Fatherland Front proposes to the Party and the State to direct ministries, sectors, and localities to speed up the implementation of the National Target Programs, especially the National Target Program on Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas; promptly solve difficulties in housing land, production land, water for daily life, livelihoods, and social security… because this is the most difficult group of residents at present.

Along with that, it is necessary to continue removing difficulties to limit businesses from leaving the market, creating favorable conditions for businesses to recover production and create jobs for workers because the challenge of employment and income for the people is quite fierce; have synchronous and fundamental solutions to provide enough water for people’s daily lives and ensure production in some difficult areas.

At the same time, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes to conduct a comprehensive review and compile all the recommendations of residents in apartment buildings nationwide to resolve disputes between residents and investors and management boards, which are quite common today, ensuring the legitimate rights and interests of residents, and transparency for residents’ supervision. The Presidium of the Central Committee of the Vietnam Fatherland Front proposes that the Government direct ministries, sectors, and branches to review guiding documents and the “necessary and sufficient” conditions to implement the new salary policy from July 1, 2024. In which, it is necessary to pay attention to timely resolving problems and shortcomings to ensure that the new salary policy truly encourages officials, public employees, and employees to improve the quality and efficiency of serving the people and businesses.

The Central Council for Emulation and Rewards, with the Prime Minister as the Chairman, together with the Presidium of the Central Committee of the Vietnam Fatherland Front, launched the emulation movement “The whole country joins hands to eliminate temporary and dilapidated houses by 2025” nationwide, practically welcoming the 50th anniversary of the liberation of the South and the 80th anniversary of National Day, and welcoming the 14th Congress of the Party. In addition to mobilizing social resources, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes that the Party and the State consider allocating more resources from the state budget to support localities that are still difficult to strive to achieve the goal of eliminating temporary and dilapidated houses for poor households by the end of 2025, contributing to the successful implementation of Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate, improve, and ensure the effectiveness of social policies. Ministries, sectors, and localities need to further improve the quality of settling the opinions and recommendations of voters and the people.

The Presidium of the Central Committee of the Vietnam Fatherland Front, together with voters and the people across the country, strongly believe that under the correct and wise leadership of the Party, the effective management and administration of the State, the support of the business community and the people, and the promotion of the tradition and great unity of the whole nation, the country will surely take advantage of favorable opportunities, overcome difficulties and challenges, and strive to achieve even greater results.
