On May 15, at the Hoa Binh Citizens’ Reception Headquarters, Chairman of the Provincial People’s Committee of Hoa Binh, Mr. Bui Van Khanh, chaired the regular citizens’ reception session for May 2024. The reception was also attended by representatives of the leadership of departments, sectors, members of the Provincial Citizens’ Counseling Council, and leaders of the People’s Committee of Hoa Binh City.
At the reception, there were 9 delegations of citizens who submitted petitions requesting the Chairman of the Provincial People’s Committee of Hoa Binh to consider and resolve their issues. Among them, there was one large delegation from Thanh Cao commune, Luong Son district.
After classification and consideration, there was one delegation of citizens who met the conditions to be received and worked with by the Chairman of the Provincial People’s Committee.
This citizen, Ms. Nguyen Thi Thanh, residing in Pho Ngoc, Trung Minh ward, Hoa Binh city, and her representative, Mr. Phung Nguyen Giap, residing in Ward 2, Thai Binh ward, Hoa Binh city, requested the Chairman of the Provincial People’s Committee to consider and resolve the issue of the Chairman of the People’s Committee of Hoa Binh city being slow in issuing land use right certificates (LURCs) to her family. They also requested the consideration and handling of responsibilities of organizations and individuals belonging to the People’s Committee of Hoa Binh city regarding the slow processing and resolution of LURC issuance for her family.
After listening to the citizen’s opinions, the leadership of Hoa Binh city, and the proposed solutions from the departments, sectors, and members of the Provincial Citizens’ Counseling Council, the Chairman of the Provincial People’s Committee assigned the People’s Committee of Hoa Binh city to consider and urgently resolve the issue within their authority and in accordance with the law. This should be done in a spirit that ensures the legitimate and rightful interests of citizens.
At the same time, the Chairman of the Provincial People’s Committee assigned the Chairman of the People’s Committee of Hoa Binh city to consider and handle the responsibilities and violations (if any) of related units and individuals who failed to handle the issue in a timely manner, causing delays in resolving the citizen’s proposal and creating dissatisfaction.
Resolving Issues Conclusively and Preventing Prolonged Complaints
In addition to the above case, the Chairman of the Provincial People’s Committee and the members of the Provincial Citizens’ Counseling Council listened to the report from the leaders of Huu Nghi ward, Hoa Binh city, on the situation and results of resolving the request for compensation for the entire house due to the construction of Phung Hung road causing subsidence and cracks as mentioned in the proposal of Ms. Luong Thi San from Ward 3, Huu Nghi ward, to the functional agencies, the People’s Committee of Hoa Binh city, and the Chairman of the Provincial People’s Committee.
After listening to the report and the opinions of the members of the Provincial Citizens’ Counseling Council, the Chairman of the Provincial People’s Committee assigned the People’s Committee of Hoa Binh city to review the entire process of handling and resolving the proposals of citizens, as well as the resolution process of the local functional units, in order to conclusively resolve the issue and prevent prolonged complaints. The People’s Committee of Hoa Binh city is also requested to report the results to the Chairman of the Provincial People’s Committee.
For cases that do not meet the conditions for reception and working, the Chairman of the Provincial People’s Committee assigned the Citizens’ Reception Board to receive, synthesize, and report to the Chairman of the Provincial People’s Committee for consideration and resolution in accordance with the provisions of the law.
