The Chairman of the Can Tho People’s Committee, Tran Viet Truong, has signed a report on the resolution of voters’ opinions and recommendations before and after the term of the 10th People’s Council of Can Tho for the 2021-2026 term.

Addressing spontaneous residential areas

Voters have requested the Can Tho People’s Committee to promptly announce the handling of spontaneous residential areas formed in Ninh Kieu, Binh Thuy, and Cai Rang districts.

In response, the People’s Committee has established a task force to coordinate with local authorities to inspect, review legal documents, and advise on handling procedures. By the end of 2023, the People’s Committee had provided guidance on handling procedures, forming the basis for the People’s Committees of Ninh Kieu, Cai Rang, and Binh Thuy districts to implement accordingly.

For areas conforming to the 1/5000 scale subdivision planning: The People’s Committee has instructed the district-level People’s Committees to direct the ward-level People’s Committees to review and guide residents in completing land and construction procedures (including change of land use purpose and issuance of construction permits) and fulfilling financial obligations as stipulated by regulations.

For areas partially conforming to the 1/5000 scale subdivision planning: For the portion of land that conforms to the planning, the district-level People’s Committees are to direct the ward-level People’s Committees to organize a review and guide residents in completing land and construction procedures, ensuring compliance with regulations.

For the portion of land that does not conform to the planning, the ward-level People’s Committees are responsible for maintaining the current land use status, not allowing any changes in land use purpose or the construction of new structures. This will continue until a land use plan and construction planning are approved by authorized agencies, after which further guidance will be provided in accordance with regulations.

For areas not conforming to the 1/5000 scale subdivision planning: The Can Tho People’s Committee has directed that the current status be maintained, with no changes in land use purpose or new construction permitted. Sanitation activities and the emergence of new structures are also not allowed. This will continue until a land use plan and construction planning are approved by authorized agencies, upon which further guidance will be provided as per regulations.

The district-level People’s Committees are in the process of implementing the approved procedures.

Housing purchasers have not received land use certificates for years

The Can Tho People’s Committee also addressed voters’ concerns regarding the non-issuance of land use certificates to homebuyers in several new urban area projects, despite having purchased them years ago.

In the Lot 49 Residential Area project, developed by Construction and Investment Joint Stock Company No. 8, the Cai Rang District Branch of the Land Registration Office has transferred 211 out of 234 land use certificates to the guarantor who purchased the assets. In cases where this guarantor has resold the properties to other residents, the Land Registration Office has also transferred 204 out of 234 certificates to the new owners.

The Can Tho People’s Committee has instructed the Department of Natural Resources and Environment to urge relevant units and individuals to expedite procedures to ensure the conditions for issuing land use certificates are met.

Regarding the remaining unissued certificates (approximately 460 lots), the People’s Committee, upon review, identified 84 lots that meet the conditions for transferring land-related information. The Land Registration Office (under the Department of Natural Resources and Environment) has transferred this information and made corrections to the certificates, registering the guarantor who purchased the assets.

The People’s Committee continues to direct relevant departments to research and propose solutions for clearing the remaining area, investing in technical infrastructure, and creating the basis for issuing certificates and transferring ownership to residents as stipulated by regulations.

For the Thoi Nhut Resettlement Area project, developed by Construction Joint Stock Company and Real Estate Investment Hong Quang (Hong Quang Company), the People’s Committee of Can Tho explained that the non-issuance of land use certificates for the entire project is due to unresolved issues regarding land clearance and financial obligations by Hong Quang Company.

Additionally, some areas previously allocated to the company did not align with the adjusted detailed planning, leading to a reduction in the project’s scale.

The People’s Committee will continue to direct the Department of Natural Resources and Environment to coordinate with Hong Quang Company and the People’s Committee of Ninh Kieu district to take over the remaining site (affecting approximately 9 households). Simultaneously, the parties will collaborate with the Department to carry out land procedures, considering the issuance of certificates and transferring the land fund to the city’s management.
