The Pearl of Vân Phong: Unveiling Three Visionary Airport Proposals for Khánh Hòa’s Special Economic Zone

The Khanh Hoa province is set to construct the Van Phong Airport in Van Thang commune, Van Ninh district, with a total investment of nearly VND 7.9 trillion.

On July 16, a source revealed that the People’s Committee of Khanh Hoa province submitted a proposal to the Ministry of Transport and the Civil Aviation Administration of Vietnam regarding the planning proposal for Van Phong Airport.

According to the People’s Committee of Khanh Hoa province, the Van Phong Airport is expected to be constructed in Van Thang commune, Van Ninh district. It will be located approximately 65 km from Nha Trang city, over 100 km south of Cam Ranh International Airport, and nearly 50 km north of Tuy Hoa Airport in Phu Yen province.

The Van Phong Airport is planned to be built on a total area of more than 497 hectares. This area is adjacent to the sea and free from residential areas, protected forests, mangrove forests, historical sites, and ship anchorage or typhoon shelter plans.

In the initial phase, the Van Phong Airport will be designed with a capacity of 1.5 million passengers per year, adhering to ICAO’s design standards for a 4E-grade civil airport and a grade-I military airport. The northeast-southwest runway will be 3,050 meters long. The construction is expected to take place between 2023 and 2029.

The People’s Committee of Khanh Hoa province has proposed three investment options for the Van Phong Airport project under the Public-Private Partnership (PPP) model.

The first option involves state support for relocation, while the investor will be responsible for constructing the complete infrastructure of the airport.

In the second option, the investor will fund critical structures, including the construction of a passenger terminal, aircraft parking aprons, and transportation infrastructure. The remaining items will be funded by the state budget.

The final option proposes utilizing the state budget for relocation support and investing in structures to ensure flight operations, as well as providing partial support for land leveling in the airport area. The investor will then invest in the remaining items, including land leveling for the civil aviation area, construction of the aviation area, civil aviation area, and connecting transportation systems.

According to estimates provided by the People’s Committee of Khanh Hoa province, the total investment for the initial phase of the Van Phong Airport project is approximately VND 7,892 billion, excluding loan interest. The airport will serve 1,500,000 passengers annually, equivalent to 600 passengers per peak hour.

It is proposed that the state budget will provide support of approximately VND 2,150 billion (equivalent to 27.2%) for the construction of structures essential for flight operations and partial support for land leveling in the airport area.

The BOT investment portion is estimated at VND 5,742 billion (equivalent to 72.8%), comprising the owner’s equity and commercial loans obtained by the investor. The projected payback period is approximately 47 years.

The People’s Committee of Khanh Hoa province believes that the Van Phong Airport project will create a favorable environment for the economic development of Khanh Hoa province and the Van Phong economic zone in particular. This will contribute to the formation of new urban areas, industrial parks, and tourism and entertainment services, effectively utilizing land resources and providing a new impetus for the economic restructuring of the region, connecting key economic zones.

Additionally, the Van Phong Airport will facilitate the movement of local residents, tourists, and experts, accelerating the transformation of the Van Phong economic zone into a smart city and a premium tourism, entertainment, and recreational services hub.
