The Taxman Cometh: 32 Million People Receive Notices for Unpaid Taxes, Penalties, and Late Fees

In the first half of 2024, the tax agency issued nearly 32 million notices of tax delinquency, penalties, and late payment fees to taxpayers. The tax authorities also issued 16,859 temporary exit bans and successfully recovered 918.7 billion VND in tax arrears from 1,482 taxpayers.

On the morning of July 15, the Ministry of Finance held a conference to review the first half and deploy tasks for the second half of 2024 regarding state financial and budgetary matters.

Mr. Dang Ngoc Minh, Deputy Director General of the General Department of Taxation, shared at the conference that, since the beginning of 2024, the Department has assigned debt collection targets, debt handling targets, and debt reduction targets to tax and customs authorities. These targets are broken down by month and quarter, and debt collection targets are assigned to individual officers and civil servants managing the debt. The leadership of each unit is held accountable for their unit’s tax debt collection performance.

The tax authorities also monitor tax debt situations to direct and urge timely payments into the state budget. They review, classify, and analyze the reasons for tax debts of individual taxpayers, creating a list of enterprises and individuals with tax debts according to debt groups. This helps identify the causes of tax debts and allows tax and customs authorities to apply appropriate measures to collect taxes for the state budget.

In addition, the tax sector strengthens coordination with related agencies (police, banks, local governments, etc.) to enforce tax debt collection and recovery.

The leadership of the General Department of Taxation also shared that, in the first half of the year, the tax sector promoted the electronic issuance of tax debt notices. Specifically, nearly 32 million notices of tax debt, fines, and late payment fees were issued to taxpayers, reaching 100% of the taxpayers to be notified.

Tax Debt Collection Estimated at VND 45,468 Billion

Along with the timely issuance of tax debt notices to support tax debt collection, the tax sector also resolutely applied coercive measures to cases of tax debt delinquency, signs of asset dissipation, or absconding.

Accordingly, the tax authorities issued 174,492 decisions on coercive measures, including 151,604 decisions on coercive collection by debiting or freezing bank accounts, 21,019 decisions on withholding invoices, 251 decisions on seizing and selling assets or collecting money from third parties holding assets, and 1,542 decisions on revoking business registration certificates.

Conference Overview

The tax sector also publicly disclosed information about taxpayers who delayed or evaded tax debts on the media and websites of tax authorities at different levels. They publicly disclosed information and the amount of tax debts of 631,777 delinquent taxpayers, totaling VND 229,294.5 billion.

Moreover, the tax authorities applied temporary exit bans on individuals in violation and individuals who are legal representatives of enterprises with tax debts and are subject to coercive measures. The tax authorities issued 16,859 notifications, totaling VND 24,062.8 billion, and collected VND 918.7 billion from 1,482 taxpayers.

“In the first six months of 2024, the tax authorities collected an estimated VND 45,468 billion in tax debts. As of June 30, the total tax debt managed by the tax authorities was estimated at over VND 204,440 billion,” said the leader of the General Department of Taxation.

In the first half of 2024, foreign suppliers declared and paid taxes of over VND 4,039 billion. Since the launch of the electronic portal for foreign suppliers, the total tax revenue collected has reached VND 15,613 billion.

Tax revenue from organizations and individuals engaged in e-commerce business in the first half of 2024 amounted to VND 50,000 billion, with a managed revenue of VND 1.8 million billion, a 23% increase compared to the same period in 2023.

The Ministry of Finance leader shared that, in the first half of 2024, state budget revenue reached VND 1.03 million billion, equivalent to 61% of the estimate, and a 17.7% increase compared to the same period in 2023. State budget expenditure was estimated at VND 803,600 billion, or 37.9% of the estimate, roughly the same as the performance in 2023. The Ministry of Finance exempted or reduced approximately VND 47,300 billion in taxes, fees, and charges.
