Transforming Homestay Businesses in Bà Rịa – Vũng Tàu: Navigating the Regulatory Shift

On August 1st, an interdisciplinary inspection team led by the Chief Inspector of the Ba Ria-Vung Tau Province’s Tourism Department worked with the Management Board and Administration of Vung Tau Melody Apartment Building (located in Thang Tam Ward, Vung Tau City) to inspect their compliance with legal regulations in tourism business activities.

Vung Tau Melody is an apartment complex with 842 units that began operations in 2017 and has since seen a boom in short-term homestay businesses.

Observations revealed that out of the hundreds of apartments previously used for homestay businesses, only about 10 are now suspected of continuing this practice, registered under the pretense of accommodating relatives and friends.

The interdisciplinary team recorded their findings and worked with the apartment management, requesting that they remind apartment owners not to use their units for purposes other than residential living.

Prior to this, the Ba Ria-Vung Tau Provincial Police had issued a document regarding the provision of accommodation services at the Melody Apartment Building. This was based on the fact that, according to regulations, the apartment building does not meet the requirements to operate as a lodging establishment.

As a result, the management and administration of the apartment building were requested to inform residents that they must not use their apartments for non-residential purposes. They were also asked to notify the lodging businesses operating there to return their certificates of compliance regarding security and order to the police department.

According to the apartment management, in compliance with the document, they have prohibited short-term accommodation services at the Melody Apartment Building. Individuals or organizations violating this regulation will be subject to a fine of 10 to 20 million VND according to the law. Residents can report any violations to the ward police or the apartment management. The management has also posted signs prohibiting homestay rentals.
